6. The increase in impervious surface coverage will not affect existing <br /> neighborhoods. <br /> 7. The use of the property, and the additional impervious surface coverage, is <br /> compatible with the existing neighborhood. <br /> 8. The increased impervious surface coverage will not be injurious to the public <br /> health, safety, welfare, decency, order, comfort, convenience, appearance or <br /> prosperity of the City. <br /> 9. The increase in impervious surface coverage will not be injurious to the use and <br /> enjoyment of other property in the immediate vicinity nor substantially diminish <br /> or impair values in the immediate vicinity. <br /> 10. The conditional use will not impede the normal and orderly development and <br /> improvement of surrounding vacant property for uses predominant in the area. <br /> 11. There will be no cost for public facilities and services. <br /> 12. The existing access to the property from Highway 371 will be removed. Access <br /> will be gained by using the access to the neighboring property,` uperValu. <br /> 13. The additional impervious coverage is being requested to accommodate parking <br /> demand. <br /> 14. The conditional use will not produce any offensive odor, fumes, dust, noise, or <br /> vibration. <br /> 15. There are not any known natural, scenic, or historical features of major <br /> significance at the subject property. <br /> 16. The conditional use will promote the prevention and control of pollution of the <br /> ground and surface waters including sedimentation and control of nutrients. <br /> Subject to the following Condition: <br /> 1. The stormwater management plan shall be fully implemented during <br /> construction and within six months of the business opening to the public. <br /> All members voted"aye".
