Mr. Marohn explained that the Overlay zone and zoning district require it to remain a
`-- resort and the applicant has indicated it will remain a resort. There really is nothing
precluding year round residents, but the units must be rented.
Beverly Miller—Finding of Fact#12, please define significantly, as there have been an
awful lot of cutting of trees and vacant areas. There needs to be some stipulation about
kind of reduction of wooded areas and removal of significant trees. Finding of Fact#18,
this lake has public access and more traffic than from property owners. The homeowners
have made significant investments to curtail the curly pond leaf.
Beverly Miller—Usually there can be 4 boats on one dock. There is no control over how
many other boats come in. Who takes complaints and how do we report anything? Are
they allowed to store and sell gas? The survey does not indicate where signage will be
placed. There is a neon sign in the lakefront area. Parking, how is that enforced? There
is no parking on Wilderness Road itself. There also is a lot of traffic on Wilderness
Road, hard to navigate and site lines are real short. It is very dangerous. One cabin has a
sign to slow down. How does any of this get addressed? Is Wilderness Road passable
for fire trucks?
Wilderness Road from the cul-de-sac is not a City road or maintained by the City.
Everything inside the plat is private.
Mr. Steffens stated they sell gas off the dock.
As for tree removal, Mr. Marohn stated there is a vegetation plan approved as part of the
original CUP process. There are ongoing discussions with the applicant in administering
the plan.
The two letters from Rick Weiblen and Joel and Shelley Thordson were entered into the
record.
When asked, Chairman Woog stated due to the size of the septic system it required
MPCA approval.
Beverly Miller will the road from the cul-de-sac be maintained by owners or the resort?
Mr. Marohn explained that the new owners will be the resort. In prior operating
documents there is a requirement to hire an operator to run the resort for them as an
association. Part of maintaining the resort is the road. Part of a prior permit they
improved and paved the road and granted easement for access through the road. It is a
private agreement. The City is not party to it.
Becky Hurst, 27557 Nature Drive—Wasn't High Pine Street going to be put in? Mr.
Marohn explained High Pine Street is part of a prior plat and could not be constructed
where it is indicated.
Minutes 11
Pequot Lakes Planning Commission
July 17, 2010
