Mn/DOT offers the following comments to this proposal: <br /> - The site has one existing entrance to TH 371, properly located in an access <br /> opening in this access controlled segment. Absolutely no additional highway <br /> entrances would be allowed. <br /> - Item 3 paae 5 impervious coverage: It's noted that the applicant is proposing a <br /> 7% increase in impervious coverage, and there is no storm sewer available at <br /> this site. There's no drainage info on the drawing we received, but it's assumed <br /> that a sizable amount of current site drainage goes towards the highway Right of <br /> Way(R/W). Mn/DOT's standard policy is that no net increase in development <br /> drainage to highway R/W is allowed. Mn/DOT asks that the city begin pursuing <br /> storm sewer system options here, and investigate if there's any options for more <br /> onsite stormwater storage. The applicant must contact our Hydraulics Engineer <br /> Bob Nibbe (218-828-5792)to discuss the proposed drainage changes, and' <br /> applicant may be required to supply detailed site plans to Mn/DOT that include.. <br /> existing/proposed contours and drainage computations for various different year <br /> stormwater events. If Mn/DOT allows a drainage increase to the R/W a Drainage <br /> Permit may be required. <br /> - Item 2, page 6, Signage: It's noted that the existing sign appears to be on or just <br /> over the property line or edge of the TH 371 R/W line. No part of this sign should <br /> be on the R/W. I will schedule a Survey crew to verify our RM line in this area, <br /> and if any significant sign encroachments on the R/W are noted the applicant <br /> may be required to remove that portion of the sign from the R/W. Mn/DOT asks <br /> that the city for sure not allow any possible sign changes that would encroach on <br /> the R/W, and asks the city hold off on any sign change approvals until Mn/DOT <br /> can verify the R/W line and extent of any encroachments. <br /> - No permanent or temporary signs, materials displays, product storage, buildings, <br /> parking, septics, wells, or any other types of encroachments are allowed on the <br /> highway R/W. No tree removal is allowed without a permit. <br />
