I
am going to forward her your thoughts.—Megan
Dawn, Here are some thoughts from Ben. He is a good one for thinking some of these things through
so that is why I passed it on. Let me know if you have any additional thoughts or comments that
come from this. Maybe the comments from Ben are something that needs to be brought up to the
PC as part of the discussion.
-Megan
www.communitygrowth.com
www.strongtowns.or From: Ben Oleson [mailto:oleson @communitygrowth.net]
Megan Schlegel Sent: Wednesday, January 27, 2010 1:24 PM
Toll Free 866.900.3o64 Fax 866.924.1928 To: 'Megan Schlegel'
Cc: marohn @communitygrowth.net
Subject: RE: Ethics Policy
Oh,and on the issue of"without prior approval"for visits at a home—who gives that approval?The
entire PC?The chair? The PC member him herself?
Ben
From: Ben Oleson [mailto:oleson @communitygrowth.net]
Sent: Wednesday, January 27, 2010 1:23 PM
To: 'Megan Schlegel'
Cc: 'marohn @communitygrowth.net'
Subject: RE: Ethics Policy
I've never really dealt directly with this situation(in terms of actually getting to the point of writing a
policy),so don't have much to offer off the top of my head. I would probably contact LMC too, which
it looks like Dawn did.
My initial thought is to try and keep this kind of thing simple. I attended an APA training session on
ethics last October I think and this was broached a bit. If I recollect right, I think they said the safest
policy is to just tell people that would call a PC member or try to visit with them that they have a duty
to ensure that all PC members have the benefit of hearing the same things. I think they suggested
politely requesting that the person submit their comments in writing or in person at the public
hearing. That is pretty simple.Gives PC members a"cover"of a city policy to blame it on.
If the City doesn't want to go that far, I think they have the freedom to set this up however they
want. Perhaps the simplest step would be to let the person know that they will listen to the persons
comments, but they are obligated to share those same comments with the rest of the commission at
the hearing and note who they came from. That wouldn't require all the time of day for calls,no
1/27/2010
