io. The closest edge of the building to Highway 371 is approximately 75 feet which <br /> would not allow for the additional five percent increase in signage allowed on the <br /> facade. <br /> 11. The facade signs are only being proposed on the east side of the building facing <br /> Highway 371. <br /> 12. The east side of the building was the only area used to calculate total facade area. <br /> 13. The total signage allowed per free standing side for this property is 88 square <br /> feet, or 44 square feet per side(64 square feet plus an additional 8 square feet per <br /> business after the first is counted). The directional sign and drive-thru sign meet <br /> these requirements. The existing pylon sign does not meet these requirements <br /> however; it is a preexisting nonconforming sign and is allowed to be refaced. <br /> 14. There is a sign being proposed on each roadway and an additional free standing <br /> sign in the drive-thru. <br /> 15. The applicant is requesting a CUP for a reader board and additional free standing <br /> signage that is specifically not allowed in Section 17-7.1(4)(C). The applicant has <br /> submitted a sign concept plan. <br /> 16. The request for the additional sign is to allow an additional free standing sign, to <br /> be used as a menu,for drive-thru customers. The reader board is being requested <br /> to advertise to customers on Highway 371. <br /> 17. There have not been any alternatives to the sign request submitted. <br /> 18. The subject property is in the Downtown Mixed Use District. <br /> 1g. A free standing sign is allowed within the Commercial District. A flashing or <br /> revolving sign is not allowed. <br /> 20.The Comprehensive Plan does not specifically address this request but allows for <br /> the use of commercial development within the City. <br /> 21. The use of the sign, with conditions, would be compatible with the existing <br /> neighborhood in that there are other similar signs, albeit without the reader <br /> board,within the same district. <br /> 22.The proposed use will not impair values nor substantially diminish properties in <br /> the immediate vicinity. <br /> 23.The proposed use, with conditions, will not impede the normal and orderly <br /> development and improvement of surrounding vacant properties. <br /> 24.The proposed sign will not create a cost for additional public facilities or services. <br /> 25. The lot is already established with vehicular approaches to the property. The sign <br /> with reader board will be facing one of the approaches. <br /> 26.There is no need for additional parking with the request of a sign. <br /> 27. The requested sign will not create any odor, fumes, dust, noise or vibration. The <br /> signs will be internally lit, however it is unknown whether or not they will be <br /> turned off after business hours. <br /> 28.There are no indications that the proposed use will cause any pollution to ground <br /> or surface waters. <br /> Planning Commission Direction: The Planning Commission can approve of the <br /> conditional use permit, deny the application, or table the request if additional <br /> information is needed. If the motion is for approval or denial, findings of fact should be <br /> cited. <br /> Staff Recommendation: The conditional use for a drive-thru would be considered <br /> Commercial Use, Other for the Downtown Mixed Use District. The fact that the DMU is <br /> pedestrian oriented causes some concern that this type of use would be geared almost <br /> Pequot Lakes Staff Report 3(a)-7 <br /> February 22,2010 <br />
