To better understand the City's perspective,we have prepared a list of questions below that we request be <br /> reviewed with the planning commission. <br /> 1. Does/can the City support the CSAH 11 Corridor Study that is underway? <br /> 2. Does the City support turnback of CSAH 11 to the City? <br /> 3. Does the City view CSAH 11 as a gateway to the community once the bypass is inplace? <br /> 4. What is the City's vision for CSAH 11 between existing and proposed TH 371? <br /> 5. If the City does want changes along CSAH 11,then what do you envision for: <br /> a. Roadway improvements? <br /> b. Pedestrian accommodations? <br /> c. Parking? <br /> d. Access? <br /> e. Land Use? <br /> f. Other? <br /> 6. How is the City going to prevent land use changes around the interchange as council members <br /> and planning commission staff changes? <br /> 7. Should the City be planning for growth around the new interchange? <br /> 8. What other plans does the City have for accommodating the bypass? <br /> 9. If not now,when does the City feel is the appropriate time to plan for these improvements? <br /> CONCEPT DEVELOPMENT <br /> The concepts developed to date have been prepared based on City planning documents as well as a <br /> general understanding of the area. To date we have not received City comment or input,therefore the <br /> concepts developed have undergone no scrutiny. We have developed some concepts for the City, in hopes <br /> the City would be a partner in this effort and lead further shaping to meet City vision.The concepts are <br /> purely City type designs. The County will not construct any of these concepts with the intention of the <br /> roadway remaining a County facility. <br /> From the County's perspective,CSAH 11 will be a primary access to the community once the bypass is <br /> inplace.Although the City of Pequot Lakes representatives indicated that the comprehensive plan states <br /> that land use designations will remain the same as they are today,the City will likely receive considerable <br /> development interest around this future high activity intersection and land use designations could change <br /> at the discretion of future City Council action. This study investigated the supporting roadway need <br /> around this intersection to manage access in the long term.With this plan inplace,the City of Pequot <br /> Lakes and potential developers will be able to better understand traffic needs and align access to conform <br /> to the plan if land use changes are approved.This study also considered the CSAH 11 corridor and <br /> improvements needed between existing and future TH 371. <br /> During the study,the County indicated to Task Force Representatives from Pequot Lakes that the City <br /> should plan to take over responsibility of the existing TH 371 when the bypass is completed as the <br /> County is not interested in maintaining that segment for the long term. The long-term concepts developed <br /> in this study were reflective of the City's desire for a 2-lane divided roadway on CSAH 11.The concepts <br /> do not align if the long term plan of CSAH 11 were to remain a County roadway. <br /> PEQUOT LAKES SUPPORTING ROADWAY CONCEPT <br /> • This concept considers the existing roadway network and proposed bypass to create a supporting <br /> roadway network that should be preserved/constructed as the area around the interchange <br /> develops <br />
