party. If the City were to purchase the property to clean it up for resale, the City <br /> would have to determine the cost. <br /> The Council discussed the merits of purchasing the property. Tim Houle <br /> explained the process of an environmental assessment of the property. He noted <br /> that a Phase 1 assessment would be research and if environmental hazards <br /> were determined then the assessment would move into Phase 2. The Council <br /> discussed the concerns of possible environmental contamination and the cost to <br /> clean up the property. Council Member Akerson stated that the parcel does <br /> connect to the City's property. It was the consensus of the Council to take no <br /> action at this time and to possibly review the issue again in a few months. <br /> 6.2. Planning Commission Appointment <br /> The Mayor noted that Scott Snyder has submitted his resignation to the <br /> Planning Commission. Staff has advertised for his replacement. She stated that <br /> an application was received from Todd Engels and there is an application on file <br /> for John Derksen. Mayor Adams recommended that Todd Engels be appointed. <br /> COUNCIL MEMBER AKERSON MOVED TO ACCEPT SCOTT <br /> SNYDERS RESIGNATION FROM THE PLANNING COMMISSION. COUNCIL <br /> MEMBER PEDERSON SECONDED THE MOTION. MOTION CARRIED 5-0. <br /> MAYOR ADAMS MOVED TO APPOINT TODD ENGELS TO THE PLANNING <br /> COMMISSION WITH HIS TERM ENDING ON 1213112014. COUNCIL MEMBER <br /> SJOBLAD SECONDED THE MOTION. MOTION CARRIED 5-0. <br /> 6.3. After the Fact Permit Fee <br /> Dawn Biftner explained that Jon and Teri Kukachka have constructed a <br /> shed and a fence without a permit. They have been charged an after-the-fact <br /> permit fee of 5 times the $100 base of$500. The Kukachka's have submitted a <br /> letter requesting to reduce the fee. The Council discussed the appeal letter from <br /> the Kukachka's and noted that they were sincere in their apology. <br /> COUNCIL MEMBER GARDNER MOVED TO REDUCE THE FEE TO <br /> $300. COUNCIL MEMBER AKERSON SECONDED THE MOTION. MOTION <br /> CARRIED 5-0. <br /> 6.4. Permit Fee Comparison <br /> Dawn Biftner presented a comparison table of permit fees from <br /> surrounding area cities.
