The Committee has been working <br /> through all of the segments with input also being provided by the Planning <br /> Commission. The committee anticipates having information to the Council <br /> around January before submitting it to the County and MnDOT. MnDOT <br /> Right-of-Way people are meeting with various property owners about RNV <br /> needs for the project. MnDOT called County Engineer Tim Bray about a <br /> potential RNV issue on a County Road seeking Mr. Bray's input. This <br /> particular segment may end up being turned back to the City, so Mr. Bray <br /> called the City. They Mayor, Council Member Sjoblad, Mike Loven, and Tim <br /> Houle will be meeting with County Engineer Tim Bray to review this <br /> situation. <br /> North Washington Avenue: Tim Houle handed out a colored plan view of <br /> North Washington Avenue. Several months ago, there was no curb and <br /> gutter all the way, only in diagonal parking areas, so that if the City wanted <br /> more diagonal parking in the future, it could be added. The Engineer <br /> confirmed that based on direction about a month ago, the Council was okay <br /> with curb and gutter all the way, even where there was parallel parking <br /> planned. Tim stated he checked turning movements of various vehicles, and <br /> most vehicles can somehow, from various directions, get into the one-way <br /> north. The Council wanted a sidewalk all the way along the west side, <br /> serpentining east and west to miss trees. The Council was okay with the <br /> project moving the private fence on the City RNV at the north end of the <br /> project on the west side back to the private property side of the RNV. The <br /> Council wanted to look at keeping the bump-out into the Jack Pine Center <br /> as a kind of seating t public area. Tim stated this could be done but we <br /> should get an easement. There was previous discussion about aesthetics on <br /> the bump outs and along the corridor, poetry stamped into the sidewalk {not <br /> mentioned at the meeting, but how about quotes from George Washington}, <br /> and other streetscape items. This was not part of the scope on this project, <br /> but if a committee directs WSN, it can be incorporated fairly efficiently. Also, <br /> retaining walls were not part of the contract. WSN tried to make things work <br /> with the existing timber retaining walls, but could not get the slopes and <br /> drainage to work, therefore, there will have to be new retaining walls 2 or 3 <br /> feet tall. As there are a lot of materials, a committee could direct WSN on <br /> this. Council Member Sjoblad is the Street liaison and Council Member <br /> Gardner volunteered to be the other Council member of the committee. Tim <br /> Houle will work with them.
