costs about $180,000 to 190,000 to build a home. If the developer could be <br /> assured that the house would cost $150,000, they could start the project <br /> now rather than waiting for a few years. Mr. Person acknowledged the fact <br /> that the City has contributed about $164,000 in WAC and SAC connection <br /> fees. The developer questioned the Council whether they would consider a <br /> housing development TIF project. <br /> Council Member Sjoblad questioned whether the lots would remain the <br /> same size. Eric Johnson stated that the plan is to double the lot sizes from <br /> the current size. Tom Johnson, father of the developer, stated that there is a <br /> need for affordable housing. He noted that if TIF is granted, the district must <br /> be built out in five years which would be a benefit to the City. Council <br /> Member Sjoblad noted that he would rather see a mix of housing in the <br /> development rather than all homes at one price. He would like to see some <br /> higher priced homes mixed in with the affordable housing. Mayor Adams <br /> suggested giving up the $164,000 in place of TIF. <br /> The Council was assured by the attorney that it would not be making a <br /> commitment to TIF by allowing them to proceed with the application <br /> process. He further noted that the applicant would be responsible for costs <br /> associated with the TIF application. <br /> COUNCIL MEMBER SJOBLAD MOVED TO AUTHORIZE STAFF TO <br /> WORK WITH THE DEVELOPER TO BEGIN THE TIF APPLICATION <br /> PROCESS. COUNCIL MEMBER GARDNER SECONDED THE MOTION. <br /> THE MOTION CARRIED 4-0. <br /> D. Potential Violations/Enforcement Actions: The City <br /> Staff is currently working on the following potential violations/enforcement <br /> actions. We will report on each of these each month until they are resolved to the <br /> satisfaction of the Planning Commission. <br /> ➢ Virgil Dahl —This matter has been turned over to the City Attorney. <br /> Immediate corrective action required. (io/o6 to present) <br /> ➢ Peterson, Gary— Extensive grading. Staff advised Mr. Peterson to file the <br /> Notice of Termination with the MPCA. (7/o8) <br /> ➢ David and Renee Anderson — Lot Line Encroachment. Staff documented <br /> correct property line survey stake. This matter has been resolved. (6/1o) <br /> ➢ John and Barbara Derksen — Exterior storage. Staff has requested Chief <br /> Klang to make a personal visit. (5/13) <br /> ➢ Cathi McBryde — Exterior storage.
