Justin Burslie suggested that the tree issue be included in the developer's agreement. He further stated that one of the conditions is to submit a vegetative plan. He noted that the Planning Commission will make recommendations regarding the trees. 5.1. Highway 371 Update —Jim Hallgren Jim Hallgren gave an update on the status of the Highway 371 project. He stated that MnDOT has been successful in getting the funding which places the project on schedule for the fiscal year 2018. The project will include an interchange at County Road 11. He anticipates the project to begin during the summer of 2017. MnDOT will begin meeting with property owners that will be impacted by the project. 9.1. City Engineer Update Tim Houle presented the following updates. • North Washington Avenue We will work with the City on getting some rebates from MN Power for using LED street lights and less power. `-' • Turn backs The big picture proposed approach is that the County will not construct improvements to the turned back roadways prior to turn back but will instead send the City a check for the turn backs. The City will then use those monies the way they want to for improvements to the turned back roadways. We have also learned that the County - and somewhat MnDOT - are not going to respond to our initial negotiation spreadsheet with yes's and no's— like I thought they would. They are jumping to the next step and are actually calculating estimated quantities, estimated unit prices, and total estimated costs for various roadway segments before they send a response back. They want the City to do these kinds of more detailed calculations at this point for CR 112 and CSAH 11. To estimate the quantities and unit prices and to get estimated costs will cost about $10,000. We have told the County that the Council has authorized us to answer questions to keep the process moving, but this step —while anticipated at some point - is a bit sooner than expected. Mayor Adams questioned whether the County would pay Tim Houle for doing the required calculations. Tim Houle noted that the County would probably not pay for his work.
