(b) The height of an LED digit may not exceed sixteen <br /> (16) inches. <br /> (c) The sign shall not exceed a brightness level of 0.3 <br /> foot candles above ambient light as measured 100 feet <br /> from the sign. <br /> (9)Dynamic Displays: Any sign using a dynamic display, in <br /> whole or in part, must meet the following operational <br /> standards: <br /> (a) Size: The total amount of area of dynamic displays on a <br /> property shall not exceed 16 square feet. <br /> (b) Location: The dynamic display sign must be located at <br /> least one hundred (100) feet from any_property where there <br /> are structures used for residential purposes. <br /> (c) Duration: The full siege or any portion thereof <br /> must have a minimum duration of 30 seconds and must be <br /> a static display. No portion of the image may flash, scroll, <br /> twirl, change color, or in any manner imitate movement. <br /> (d) Transition: the full sign image or any portion thereof <br /> changes, the change sequence must be accomplished by <br /> means of instantaneous repixalization. Fading, dissolving, <br /> scrolling,traveling or any transition that creates the <br /> illusion of movement is prohibited. <br /> (e) Brightness: The dynamic display sign must not exceed a <br /> maximum illumination of 5,000 nits (candelas per square <br /> meter) during daylight hours and a maximum illumination <br /> of 500 nits (candelas per square meter) between dusk to <br /> dawn as measured from the sign's face at maximum <br /> brightness. <br /> (f) Dimmer Control: Electronic graphic display signs must <br /> have an automatic dimmer control to produce a distinct <br /> illumination change from a higher illumination level to a <br /> lower level for the time period between a 1/2-hour before <br /> sunset and a 1/2-hour after sunrise. <br /> (g) Fluctuating or Flashing Illumination: No portion of any <br /> Pequot Lakes Staff Report 4(a)-5 <br /> June 19,2014 <br />
