dynamic display sign may fluctuate in light intensity or use <br /> intermittent, strobe or moving light or light that chan eg s in <br /> intensity in sudden transitory bursts, streams zooms, <br /> twinkles, sparkles, or in any manner that creates the illusion <br /> of movement. <br /> (h) Video Display: No portion of any dynamic display sign <br /> may change its message or background in a manner or by <br /> method of display characterized by motion or pictorial <br /> imager, or depict action or a special effect to imitate <br /> movement, or the presentation of pictorials or graphics <br /> displayed in a progression of frames that give the illusion <br /> of motion or the illusion of moving objects, moving <br /> patterns, or bands of light or expanding or contracting <br /> shapes. <br /> Staff Findings: Staff provides the following findings of fact for consideration by the <br /> Planning Commission: <br /> 1. The amendment is in conflict with the "Community Character" section of the <br /> Comprehensive Plan. <br /> 2. The City has determined that "dynamic displays" will compromise the "small- <br /> town, north woods feel"and"sense of place"of the city. <br /> Planning Commission Direction: The Planning Commission can recommend <br /> approval of the ordinance amendment, denial the ordinance amendment, or the request <br /> can be tabled for further review. <br /> If the decision is to recommend approval,findings of fact other than those listed in this <br /> report should be cited. <br /> Staff Recommendation: Based on previous discussions and the intent of the <br /> Comprehensive Plan's "Community Character" section, staff cannot recommend <br /> approval of the application. <br /> Pequot Lakes Staff Report 4(a)-6 <br /> June 19,2014 <br />
