�C�ommr uN ITY Per uo <br /> Gnaw"M q <br /> INSTITUTE LaKeS- - <br /> OLD BUSINESS-DYNAMIC DISPLAY ORDINANCE AMENDMENT <br /> Application: Ordinance Amendment Regarding Digital Signs <br /> Applicant: City of Pequot Lakes <br /> Agenda Item: 8(b) <br /> Background Information: Last month, the Planning Commission recommended the <br /> proposed "dynamic display" ordinance be denied by the City Council. The Council <br /> reviewed the amendment and is returning it to the Planning Commission for further <br /> review. Specifically, the Council has requested the "dynamic display" ordinance be <br /> amended so that that it is conformance with the Comprehensive Plan. Some suggestions <br /> included only the use of two colors (background color and lettering color), larger <br /> lettering, requiring a longer duration of each display or requiring that displays remain <br /> static. <br /> 1 <br /> O PC LETTER SE7il <br /> ' FOR <br /> PORTABL, <br /> E <br /> S IGNS <br /> • 8"letter height is typical for changeable marquee signs. <br /> The City also has the ability to limit the use of dynamic displays via two mechanisms. <br /> The first would allow permanent signs to be installed within a certain time frame. Those <br /> signs would then be allowed indefinitely. The second mechanism would permit dynamic <br /> displays as an interim use. If desired, the City could amend the ordinance in the future <br /> to not allow dynamic displays and as soon as the interim use permit expires, a new <br /> permit could not be obtained. <br /> i) Interim ordinance- the use would be "permitted" for a certain amount of time and <br /> then it would expire. Any property owner who applied for and was granted a permit <br /> within this timeframe would be allowed to keep the signage indefinitely. <br /> Pequot Lakes Staff Report 8(b)-1 <br /> July 17,2014 <br />
