�. COUNCIL MEMBER GARDNER MOVED TO AWARD THE NORTH <br /> WASHINGTON AVENUE STREET LIGHT BID TO HOLDEN ELECTRIC <br /> COMPANY IN THE AMOUNT OF $16,800. COUNCIL MEMBER <br /> SJOBLAD SECONDED THE MOTION. MOTION CARRIED 4-0. <br /> 9.4. Draft Facility Plan <br /> Tim Houle presented the draft facility plan for the City's wastewater system. He <br /> explained the three alternatives that were considered in the study. <br /> 1. Replace the existing spray pivot irrigators - $2.6 million for filling in the <br /> current City-owned land, and $1.1 million for the additional land approach - $3.7 <br /> million dollars. <br /> 2. Rapid Infiltration Basin - $1.7 million <br /> 3. Pipe effluent to Pine River Area Sanitary District- $3.3 million <br /> Tim Houle stated that the recommended method is the rapid infiltration basin. <br /> It was the consensus of the City Council to move forward with the rapid infiltration <br /> basins method of treatment. <br /> 9.5. Highway 371 Road Turnbacks <br /> A. CR 112 and CSAH 11 Estimated Turnback Costs <br /> Tim Houle explained that he has put together cost estimates on the <br /> proposed turn backs of CR 112 and CSAH 11. <br /> MAYOR ADAMS MOVED TO AUTHORIZE WSN TO PROVIDE THE <br /> COST ESTIMATES TO THE COUNTY ON BEHALF OF THE CITY. <br /> COUNCIL MEMBER GARDNER SECONDED THE MOTION. THE <br /> MOTION CARRIED 4-0. <br /> B. CR 112/Rasmussen/Kennedy <br /> Tim Houle updated the Council on the realignment portion of CR 112 in <br /> relation to the Rasmussen property. The Turnback Committee has <br /> recommended that the dead end portion of the property be vacated and <br /> returned to the adjoining property owners Mr. Rasmussen and Mr. Kennedy. <br /> The road does not serve Mr. Rasmussen, but it does parallel Mr. Kennedy's <br /> parcel. However, Mr. Kennedy has access to the CR 112 without this road. <br /> The Committee recommends that the City not maintain the road. <br /> COUNCIL MEMBER GARDNER MOVED TO AUTHORIZE A LETTER <br /> FROM THE CITY TO MNDOT AND THE COUNTY INFORMING THEM <br /> THAT MNDOT CAN REMOVE THE PAVEMENT AND ROADBED AND <br /> ESTABLISH VEGETATION ON THE DEADEND PORTION OF THE <br /> August 21, 2014 Staff Report page 3 <br />
