of any emergent aquatic vegetation in the same area. The Applicant's ability to remove this emergent
vegetation will be subject to Applicant obtaining a permit from the DNR. The area where the
existing boat ramp is located is already clear of shoreline vegetation and emergent aquatic vegetation
and will be used as a part of the existing beach. The existing concrete ramp will be removed and a
new concrete ramp together with an asphalt driveway will be constructed on the north side of the
beach, once again subject to Applicant obtaining any permits required from the DNR or the City of
Pequot Lakes.
3. Existing Beach. The existing CUP for Wilderness provides for a beach area of
approximately 100 feet on the westerly shoreline. The removal of the boat ramp and roadway
accessing the ramp will result in widening the beach area by approximately 30 feet in the area where
the day dock and boat ramp are situated at present. The playground area located on the back edge of
the beach will be rebuilt in the location shown on the accompanying site plan.
4. Additional Beach. The proposed amended site plan provides for the creation of a
second beach area approximately 150 feet in width on the easterly side of the property inside of
docking system number 2,the location of such docking system having been previously approved.
The second beach is required to serve the needs of resort guests, who already frequently
complain about the inadequacy of the resort's single beach. The existing beach cannot accommodate
300 to 400 guests who may be on property in season. The resort presently has 15 cabins and 19 villas
built or under construction. When the resort is complete, there will be 43 detached villas and
twinhomes together with the Lodge. The addition of the second beach will result in a total of
approximately 390 feet of the 2651 of the resort's shoreline (15%) improved with beaches and
docking systems, which total footage is far below the requirements of the City's Shoreland
regulations, which allows up to 663.25 of the Applicant's shoreline in the shoreline impact zone to be
2
