COMMUMTV Goldf, <br /> GR Peg <br /> INSTITUTE '�_ <br /> NEw Busm ms-SSTS Inspection Program <br /> Agenda Item:7(a) <br /> Background Information: Private sewer systems are considered"compliant"for five <br /> years after they are installed. After that period, every time a private sewer is inspected <br /> and found to be compliant,the certificate is valid for three years. <br /> According to the City Code, "All owners of individual sewage treatment systems shall <br /> have the system assessed every three (3) years according to Minnesota Pollution Control <br /> Agency Rules (Chapter 7080 of the Minnesota Administrative Rules) and Crow Wing <br /> County Ordinances, as amended." <br /> The City has adopted an ordinance to track and require SSTS inspections every three <br /> years (or five years after installation). This "program" has never been officially been <br /> implemented. The City Council has directed the Planning Commission to study the <br /> program and determine whether or not it should be implemented. <br /> Pequot Lakes has an estimated 787 individual subsurface treatment systems. Of those, <br /> 165(23%)have are considered"current." <br /> With the implementation of the "SSTS Inspection Program," all property owners with <br /> "non-current"systems would be notified via mail and made aware the city does not have <br /> current information on their SSTS. If the system is "not current," the property owner <br /> would have two options to comply with the Code: <br /> 1. Retain a licensed SSTS inspector to inspect the SSTS. After the inspection, the <br /> certificate would be required to be submitted to the City. The estimated cost of <br /> this option is $150-$250. <br /> 2. Use a licensed inspector that has agreed to inspect multiple systems in the City <br /> for a bulk rate. The estimated cost of this option is $50-$75. In 2013 the City of <br /> Emily's designed inspector conducted 132 inspections at a rate of <br /> $48 1inspection. <br /> A draft letter regarding the program and an "SSTS Authorization Form" are attached. <br /> These materials are included as examples only. <br /> Section 17-7.7 SANITATION STANDARDS <br /> 1. Solid Waste. All solid waste shall be disposed of in accordance with the <br /> standards of Crow Wing County. <br /> 2. Domestic Sewage. <br /> A. All plumbing shall discharge into a municipal sanitary system if <br /> available. <br /> B.
