Pequot Lakes Staff Report 3 (a) - 3 <br />August 20, 2015 <br />17. 14. The applicant Management shall not excavate or dredge any protected <br />wetlands. All other dredging/excavation plans shall be reviewed by the SWCD and <br />Planning and Zoning Office prior to construction changes to golf course. <br />18. 15. The applicant Management shall submit an erosion and sedimentation plan to <br />the Planning and Zoning Office that includes: <br />A. Delineated wetlands <br />B. Existing and ultimate contours and steep slopes <br />C. Vegetation buffer zones along sensitive areas (steep slopes, wetlands) <br />D. Potential erosion areas <br />E. Location of sedimentation and erosion control measure <br />19. The applicant shall construct a leachate containment system for sensitive greens <br />(Greens #4 and #13) as defined by depth to saturated zone and proximity to <br />delineated wetlands. These containment systems shall be either infiltration <br />trenches or re-circulation or re-use systems. <br />20. The applicants shall cooperate with a minimum of representatives from Cullen <br />Lake Association, East Twin Lake Association, City of Pequot Lakes, Sibley <br />Township, City of Nisswa, Crow Wing County Planning and Zoning, Crow Wing <br />County Planning Commission, AW Research, The Preserve and others as deemed <br />appropriate that will review annual fertilizer/chemical use reports, storm water <br />run-off quality, irrigation water use and ground water monitoring data. The <br />committee will make recommendations to the Planning and Zoning Office, <br />Planning Commission and the Developer on changes in water, nutrient and <br />chemical management. <br />21. 16. The golf course will employ at least one turf management specialist that will be <br />certified in proper chemical, fertilizer, pesticide and insecticide use and <br />application. Turf management specialist will be solely responsible for the <br />application of chemical, fertilizers, pesticides and insecticides in conformity with <br />state and federal regulations. <br />22. 17. The applicant Management shall provide and utilize a fertilizer and irrigation <br />plan that minimizes erosion and nutrient loading into adjacent wetlands and <br />public waters. The turf management specialist shall provide annual <br />fertilizer/irrigation reports to the Planning and Zoning Office and the citizens <br />Environmental aAdvisory panel Committee (EAC) every 5 years starting in 2015. <br />Fertilizer shall not be applied unless a soil test has indicated the need for additional <br />nutrients. Only fertilizers with approved EPA testing methods shall be used. <br />23. 18. The applicant Management shall store all hazardous materials (combustibles, <br />pesticides and fertilizers) in accordance with MPCA and Department of Agriculture <br />regulations. <br />24. 19. The applicant Management shall provide access through the golf course to all <br />property owners with easements in place at the time of Conditional Use approval, <br />along the western shore of Upper Cullen Lake. Applicant will not be responsible <br />for off season maintenance of the easement. <br />25. The applicant shall establish a wildlife monitoring program with the assistance of <br />the MnDNR that develops a habitat enhancement capital improvements program <br />over the first five years of the course.
