<br />Pequot Lakes Staff Report 3 - 2 <br />April 16, 2015 <br />least one hundred (100) feet from any property where there <br />are structures used for residential purposes. <br /> <br />(c) Duration: The full sign image or any portion thereof <br />must have a minimum duration of two hours and must be a <br />static display. No portion of the image may flash, scroll, <br />twirl, change color, or in any manner imitate movement. <br /> <br />(d) Brightness: The dynamic display sign must not exceed a <br />maximum illumination of 5,000 nits (candelas per square <br />meter) during daylight hours and a maximum illumination <br />of 500 nits (candelas per square meter) between dusk to <br />dawn as measured from the sign’s face at maximum <br />brightness. <br /> <br />(f) Dimmer Control: Electronic graphic display signs must <br />have an automatic dimmer control to produce a distinct <br />illumination change from a higher illumination level to a <br />lower level for the time period between a 1/2-hour before <br />sunset and a 1/2-hour after sunrise. <br /> <br />(g) Fluctuating or Flashing Illumination: No portion of any <br />dynamic display sign may fluctuate in light intensity or use <br />intermittent, strobe or moving light or light that changes in <br />intensity in sudden transitory bursts, streams zooms, <br />twinkles, sparkles, or in any manner that creates the illusion <br />of movement. <br /> <br />(h) Lettering: In order to maintain the “small town feel” <br />referenced in the Comprehensive Plan, lettering shall <br />resemble that found on old fashioned marquee reader board <br />signs. Individual letters, symbols and numbers shall not be <br />less than 8” in height. <br /> <br />(i) Color: Dynamic displays shall be comprised of two <br />colors. One color shall be used for a solid background and <br />the second color shall be used for letters, symbols and <br />numbers. <br /> <br /> <br />Staff has prepared an ordinance amendment that would delete the section for <br />displaying gas pricing. The underlined text is the proposed language to be added. <br />The strikethrough language is proposed to be removed. <br /> <br />(8) Static LED displays used for advertising the price of <br />gasoline shall be permitted. <br />
