Pequot Lakes Staff Report 4 (b) - 1 <br />June 18, 2015 <br /> <br /> <br />PUBLIC HEARING – PRESERVE GOLF COURSE <br /> <br />Application: Conditional Use Permit – Conditions Review <br /> <br />Applicant: Preserve Golf Course <br /> <br />Agenda Item: 4 (b) <br /> <br />Background Information: The Preserve Golf Course, located at 5500 Preserve <br />Blvd. and accessed from County Road 107, was planned and presented to Crow <br />Wing County in 1994. Because the proposed site, approximately 250 acres of virgin <br />forest, ponds, and wetland, was in close proximity to Upper Cullen Lake, the <br />wetland fens that flow into Upper Cullen Lake via groundwater, and two streams <br />emptying into Upper Cullen’s west bays, the development was deemed <br />“environmentally sensitive”. <br /> <br />Because the three Cullen Lakes, Nisswa Lake, and the rest of the Gull Lake chain <br />had the most at stake, board members from the Cullen Lakes Association, from the <br />East Twin Lake Association, and the Crow Wing County Planning Commission <br />created a citizens’ committee to act as an “environmental advisory committee”. <br />AW Research Laboratories (Alan Cibuzar) and the MPCA (Joe Magner) were <br />enlisted to serve as experts. This committee suggested 29 Conditions to be <br />followed before, during, and after the construction of the Golf Course, conditions <br />which the Crow Wing County Planning Commission placed on their approval of <br />the Golf Course’s Conditional Use Permit (CUP). <br /> <br />The Preserve Golf Course Environmental Advisory Committee includes: <br />• Tom Beaver, Cullen Lakes Association; <br />• Dawn Bittner, City of Pequot Lakes; <br />• David Sjoblad, City of Pequot Lakes and East Twin Lake Association; <br />• Dave Morris, East Twin Lake Association; <br />• Sara Ahlers and Sarah Fogderud, AW Research Laboratories; and <br />• Mike Bohnenstingl and Chad Bohnenstingl, Preserve Golf Course <br /> <br />Because the conditions were created 21 years ago, many of them have been <br />fulfilled, while others are on-going. At its meeting on May 8, 2015, the Preserve <br />Golf Course Environmental Advisory Committee reviewed the existing Conditions <br />and suggested the following revisions; Chairman Tom Beaver will be in attendance <br />to explain the revisions: <br /> <br />“Crow Wing County Planning Commission <br />April 13, 1994 <br /> <br />The following conditions imposed by the Planning Commission must be met by the <br />applicant: <br />Deleted: . <br />Deleted: ¶ <br />¶ <br />¶ <br />¶
