Pavment of Bills <br />Council Member Akerson questioned an invoice pertaining to uniform <br />allowance for the Police Department. <br />The Clerk presented a different check register format for the Council to <br />review. Council Member Akerson stated he would like to see a format that <br />would list each project cost. Council Member Ryan suggested showing a <br />subtotal by vendor. <br />COUNCIL MEMBER MALECHA MOVED TO APPROVE PAYMENT OF <br />BILLS IN THE AMOUNT OF $76,733.82. COUNCIL MEMBER <br />AKERSON SECONDED THE MOTION. MOTION CARRIED 5-0. <br />4. Open Forum <br />No one appeared for open forum. <br />5. Presentations <br />� 5.1. Park Commission Update <br />Pete Clement, Park Commission Chair, provided an update on Park <br />Commission Projects. Mr. Clement read the mission statement that the <br />Park Commission recently adopted. <br />5.2. HRA West Grove Townhome Refundinq <br />The City Clerk stated that the Pequot Lakes HRA has requested the Crow <br />Wing County HRA to do a refunding of the bond for the West Grove <br />Townhomes. The purpose of the refunding is to level the debt service <br />payment on the bond. The Clerk noted that Barb Carlson, Pequot Lakes <br />HRA, Sheila Haverkamp, Crow Wing County HRA and Brandon Anderson, <br />Crow Wing County HRA, were present to address this item. <br />Barb Carlson explained that there are cash flow issues due to the way the <br />debt service is scheduled and stated that the refunding would level out the <br />payments. Sheila Haverkamp explained that this project began in 2003 <br />with the Crow Wing County HRA issuing bonds for the West Grove Town <br />Home project. Sheila explained that this refunding will result in a lower <br />interest rate, eliminate the requirement of a debt reserve fund, require the <br />HRA to levy to the maximum amount allowed by statute in order to cover <br />\..� <br />
