State Highway 371 - from CR 107/CR 168 to CSAH 17 CSAH 11 - all segments west of the proposed westerly roundabout ramp head CR 112—all segments west of the proposed 4-lane expansion III. Notice of Release; Conveyance of Documents The State will deliver to the County a Notice of Release related to existing State Highway 371 citing the effective date of release. It is anticipated that this will occur in April of 2018. Upon the effective date,the roadway is released from the State,and the County shall become the road authority with jurisdiction over the roadway segment. The County will utilize this same effective date to be the date that the roadways identified in Section II above shall be transferred to the City. Upon this date, the City will assume all responsibility for the operation, maintenance and reconstruction of the identified roadway segments and of all structures and facilities that are a part of the roadway segments. The County will prepare and deliver to the City all records associated with the transferred roadway segments,including all information received from the State in regards to State Highway 371. IV. Maintenance Prior to the effective release date, maintenance of State Highway 371 will continue to be provided by MnDOT. Maintenance of CSAH 11 and CR 112 will continue to be provided by the County. As the responsible road authorities for the roadways to be turned back, MnDOT and the County will continue to provide appropriate annual maintenance until the time of the effective date of release. The City and County shall review the roadways prior to the effective date of release to determine if any final maintenance activities are warranted. Upon the effective release date, the City will become the roadway authority responsible for maintenance of the roadway segments. The City will thereafter be responsible for performing and paying for all maintenance and reconstruction of the roadway segments, including all structures and facilities that constitute a part of the roadway segments. V. Responsibility for Claims The State and County will remain responsible for claims related to construction, maintenance and operation of their respective roadway segments during the period they were State or County roadways. The City will be responsible for claims arising out of its own construction, maintenance or operation of the roadway segments after the effective date of release. VI. Naming of Released Roadways On or very near to the effective release date, the County will remove roadway signing that identifies either CSAH 11 or CR 112 as county roadways. The City will determine what the road names/numbers will be for the turned back roadway segments, including existing State Highway 371. The City will forward the desired roadway names/numbers to the County on or before April of 2017. 2
