City Council Minutes <br /> October 6, 2015 <br /> Page 5 of 8 <br /> • The Master Utility Agreement with MnDOT has been approved by the <br /> Council contingent on any language issues. <br /> • The Joint Powers Agreement and the Cooperative Construction <br /> Agreement with MnDOT have been approved by Council. <br /> • The CSAH 11 Bridge Design with MnDOT was approved by Council <br /> with a certain level of aesthetics for this bridge. MnDOT may be <br /> coming back to the City with either a separate agreement or an <br /> amended Cooperative Construction Agreement. <br /> • The MPCA preliminarily approved the Facility Plan and made a <br /> preliminary finding of no significant impact from an environmental <br /> perspective. The MPCA is reviewing the row irrigation construction <br /> drawings and specifications that were submitted. <br /> • The City's wastewater treatment facility five-year permit is coming due <br /> in 2016. Instead of submitting a permit modification for the row <br /> irrigation system and then a separate five-year permit, a permit <br /> reissuance form will be submitted for the MPCA. <br /> Council Member Pederson questioned when grubbing for the Highway <br /> project will begin. Tim Houle noted that activity will occur this winter. <br /> Mike Loven informed the Council that Anderson Brothers would like to use <br /> Akerson Road for hauling during the Highway 371 construction. <br /> Discussion ensued regarding safety, sight lines, road quality, road width, <br /> and precedence as areas of concern. Mayor Sjoblad stated that to bring <br /> Akerson Road up to standards could cost approximately $5,000,000. <br /> Mayor Sjoblad, Council Member Akerson, Mike Loven, and Nancy <br /> Malecha will meet with Anderson Brothers to discuss this further. <br /> 9.2 Master Park Plan <br /> Mike Loven noted that the Park Commission recommends proceeding with <br /> phase one of the master plan phase of the SAS+ Associates proposal for <br /> the Trailside and Bobber parks. He questioned whether it is the City's <br /> intent to create this master plan for two parks or if all parks should be <br /> included. <br /> Council Member Pederson stated that the proposal received from SAS+ <br /> Associates outlines the Trailside and Bobber park features and layout if a <br /> portion of the existing Highway 371 is vacated. A landscape architect and <br /> park designer is needed. Council Member Pederson further noted that an <br /> information gathering meeting would take place to include the City Planner <br /> and Zoning Specialist. <br />
