City Council Minutes <br /> September 1, 2015 <br /> Page 4 of 7 <br /> COUNCIL MEMBER AKERSON MOVED TO ADOPT RESOLUTION 15- <br /> 25 APPROVING THE 2016 LAW ENFORCEMENT CONTRACT AND <br /> JOINT POWERS AGREEMENT WITH JENKINS TOWNSHIP IN THE <br /> AMOUNT OF $2,252 PER MONTH. COUNCIL MEMBER KARR <br /> SECONDED THE MOTION. MOTION CARRIED 4-0. <br /> 8.3 Request to Purchase Police Cameras <br /> Chief Kiang explained the police department's continuous issues with the <br /> cameras purchased from Digital Ally and their need for new squad <br /> cameras. The police department installed an upgrade in hopes of <br /> correcting the issues but this was unsuccessful. He noted that Panasonic <br /> Arbitrator cameras are currently installed in the squads and to date no <br /> issues have occurred. Unforeseen camera issues and mandatory <br /> computer upgrades have caused a budgetary hardship for the police <br /> department. <br /> Council Member Karr questioned if the City is absolved from further issues <br /> with Digital Ally. Chief Klang noted that the City should not incur any <br /> further issues with Digital Ally. He also noted that the new camera system <br /> will sync with the police department's body cameras. <br /> COUNCIL MEMBER AKERSON MOVED TO AUTHORIZE THE <br /> PURCHASE OF THE PANASONIC ARBITRATOR CAMERA SYSTEM <br /> FOR THE POLICE DEPARTMENT IN THE AMOUNT OF $36,242 WITH <br /> THE EXTRA EXPENSE OF $19,757 TO BE FUNDED BY GENERAL <br /> FUND BALANCE. COUNCIL MEMBER LOUKOTA SECONDED THE <br /> MOTION. MOTION CARRIED 4-0. <br /> 9. Public Works <br /> 9.1. Request for Architectural Proposal for Building Addition and Salt Shed <br /> Tim Houle noted that with future road turnbacks from the County there will <br /> be more miles of road for the City to maintain. To prepare for this, the <br /> maintenance department is proposing a building addition and salt shed. <br /> Mayor Sjoblad questioned the idea of a hooped, fabric roof salt shed and <br /> he would like this included as part of the proposal. Mr. Houle noted that <br /> this could be added. <br /> Council Member Akerson noted that plumbing, heating, and ventilation <br /> should be looked at with this proposal. He noted that it may be time for <br /> the City to consider a lift station. <br />
