He clarified that the lowest cost option of spray pivot irrigation <br /> would require additional land to the east of the new Highway 371. The <br /> row irrigation option keeps the system on the east side of the new <br /> Highway 371. He also noted that the row option can be permitted <br /> designed, and constructed in accordance with the Highway 371 project <br /> timeline. <br /> Council Member Karr questioned what will determine the financing option? <br /> Mr. Houle clarified that the funding decision does not need to be approved <br /> tonight as this will depend on interactions with various funding agencies. <br /> Mayor Sjoblad noted that the City is hoping to fund this project with State <br /> funds and various City fund balances. <br /> Sandy Peine noted that the Council may want to update the City's utility <br /> rate study as the last study occurred in 2007. Mr. Houle concurred. <br /> COUNCIL MEMBER LOUKOTA MOVED TO ADOPT RESOLUTION 15- <br /> 21 FOR THE AMENDED FACILITIES PLAN ON WASTEWATER <br /> TREATMENT FACILITY (WWTF) EFFLUENT DISPOSAL OPTIONS. <br /> COUNCIL MEMBER KARR SECONDED THE MOTION. City Clerk <br /> 10.1. 2016 Budget Discussion <br /> Nancy Malecha explained to the Council that meetings have taken place <br /> with department heads regarding their 2016 preliminary budgets. To date, <br /> these budgets represent a $167,400 levy increase for 2016. Budget items <br /> affecting this are local government aid, staff reorganizations, fire contracts, <br /> contract services, and capital outlay expenditures. Ms. Malecha noted <br /> that budget numbers will continue to change as finalized information is <br /> received on the City's insurance premiums and contracts. <br /> 10.2. OPEB Actuarial Valuation <br /> Nancy Malecha explained that the City's Other Post-Employment Benefits <br /> (OPEB) actuarial valuation has been completed by Hildi, Inc.
