Summary of the Firm's Qualifications <br />Springsted is one of the largest and most established independent public <br />sector advisory firms in the United States. For approximately 60 years, <br />we have continually grown in the range of our client relationships and <br />the comprehensiveness of our services. <br />Minnesota has been Springsted's home since our inception. The growth <br />and success of Minnesota communities forms the foundation of our <br />achievements. From Osmon Springsted's first one - person Saint Paul <br />office in the early 1950s, to our standing today as the state's foremost <br />advisory firm, serving Minnesota's public and non - profit entities has <br />been our key to success. The growth in our partnerships with <br />Minnesota communities has led to our prominence as a financial <br />advisor, as well as to the expansion of our services to cover all financial, <br />economic development and organizational areas. Our future is based on <br />our commitment to serve all Minnesota communities. <br />i <br />Springsted Mission Statement <br />Springsted provides high quality, independent financial and management advisory services to <br />public and non - profit organizations, and works with them in the long -term process of building <br />their communities on a fiscally sound and well- managed basis. <br />Firm Experience Springsted has completed over 50 utility rate studies in six different <br />states over the past five years. Our clients have ranged from very large <br />utilities to relatively small utilities and have included utilities <br />experiencing rapid growth as well as utilities experiencing a decline in <br />their customer base. We have built over 40 Microsoft Excel based <br />integrated financial planning models that include various types of <br />enterprise funds and we have built several Microsoft Excel based rate <br />models for individual utilities. <br />Project Team Our staff s breadth of experience and depth of expertise are two of our <br />most important characteristics in providing high- quality service to clients. <br />Many of our staff have backgrounds in municipal and county government, <br />education or with development firms and non - profit organizations, so they <br />share our clients' perspectives in developing solutions. Each client draws <br />on the talents of many members of our staff. We assign a specific client <br />service team to ensure primary responsibility for each project. The teams <br />are comprised of qualified individuals who are experienced in the specific <br />challenges confronting the City. The staff assigned to this project is <br />�— experienced in utility expense and cost analysis.
