City Council Minutes <br /> June 2, 2015 <br /> Page 5 of 7 <br /> Council Member Karr questioned what happens to the fishing pier if the <br /> steps are removed. Mark Jurchen stated that the the pier could be moved <br /> and a small set of steps built to access the tier. <br /> MOTION CARRIED 4-0. <br /> 9.4. Final Pay Estimate— North Washington Avenue <br /> Tim Houle requested the Council to approve a final payment estimate for <br /> Al DeChantal for work on the North Washington Avenue project in the <br /> amount of$13,164.03. Tim Houle noted that the Council motion approving <br /> the payment should be contingent on the City receiving a Consent of <br /> Surety, a completed IC134, and updated insurance certificates. <br /> COUNCIL MEMBER AKERSON MOVED TO APPROVE THE FINAL <br /> PAYMENT ESTIMATE FOR AL DECHANTAL IN THE AMOUNT OF <br /> $13,164.03 FOR THE NORTH WASHINGTON AVENUE PROJECT <br /> CONTINGENT ON PAPERWORK THAT NEEDS TO BE PROVIDED TO <br /> THE CITY BY MR. DECHANTEL. COUNCILMEMBER KARR <br /> SECONDED THE MOTION. MOTION CARRIED 4-0. <br /> 9.5. Intended Use Plan <br /> Tim Houle stated that he would be submitting an application on behalf of <br /> the City for the Wastewater Treatment Facilities irrigation discharge <br /> project to be placed on the Minnesota Public Facilities Authority's Clean <br /> Water Revolving Fund 2016 Intended Use Plan. Friday is the deadline for <br /> the application. The City intends to do the project to be constructed next <br /> year and wants to be considered as a low interest loan program. We are <br /> asking for a project cost of$1.85 million and a requested loan amount of <br /> $1.35 million. <br /> COUNCIL MEMBER AKERSON MOVED TO AUTHORIZE THE MAYOR <br /> TO SIGN AN APPLICATION FOR THE WASTEWATER TREATMENT <br /> FACILITIES IRRIGATION DISCHARGE PROJECT TO BE PLACED ON <br /> THE 2016 INTENDED USE PLAN. COUNCIL MEMBER LOUKOTA <br /> SECONDED THE MOTION. MOTION CARRIED 4-0. <br /> 9.6. Engen Road Waterline Insulation <br /> Mike Loven noted that JNI Painting is located in the Pequot Lakes <br /> Business Park and has experienced multiple waterline freeze ups. Mike <br /> stated that he has received a bid from Anderson Brothers for $10,605.48 <br />
