the close of business on the last business day of the fourth month. <br />If an extension is granted, but the account is not paid in full, the <br />customer's utility service shall be disconnected on the second <br />business day of the fifth month; except disconnections shall not <br />occur on Fridays or holidays. <br />E. If a customer's utility service is disconnected, service shall be <br />restored when the customer pays the entire unpaid utility billings, <br />plus a $50.00 disconnect /reconnect fee. <br />F. One week prior to the disconnection day, the Water Department <br />shall hang a red disconnect notice in at least one conspicuous <br />location in or on the customer's building. <br />G. If the customer's premises constitute a rental "single- metered <br />residential building" within the meaning of Minn. Stat. §50413.215, <br />additional notice shall be given to the residents of the pending <br />disconnection by posting the building. The posting shall be placed <br />in at least one conspicuous location in or on the building and <br />provide tenants with, at a minimum, the following information: <br />(1) the date the service will be disconnected <br />(2) the telephone number to call at the utility to obtain <br />additional information <br />(3) a brief description of the tenants' rights pursuant to Minn. <br />Stat. §50413.215 <br />(a) a tenant has the right to continue or restore service; <br />(b) a tenant has a continuing right to pay the current <br />charges, which do not include late payment fees or <br />reconnection fee incurred by the landlord, for the <br />most recent billing period and retain service; <br />(c) a tenant has the same amount of time provided by <br />this Chapter within which to pay the charges; <br />(d) a tenant is not subject to any deposit requirements; <br />(e) a tenant may deduct documented payments from <br />rent obligations; and <br />(fj a tenant may consider seeking assistance from legal <br />aid, a private attorney, or housing organization in <br />
