This would be the same for the other grant funding slated for this project. Mr. Houle states he has been working with both Nick and Andy from Public Works and Water/Wastewater Services to get locates done of the existing forcemain, etc. Due to all the circumstances, and hiccups with easements, this will be pushed out to 2025. 9.8 Hwv 371/CSAH 29/CR107 Mr. Houle updates on the 371/29 intersection. He says it is on a "super elevation."The intersection is set for some sort of improvement in FY2028. Mr. Houle states this is a budget thing, and the County has stepped in to help with an evaluation of the intersection since it does involve two county roads. Mr. Houle is looking to see if the Council would like to discuss with MnDOT to see if the project could potentially be bumped up on their timeline. Council Member Clement questions what type of money would be involved in something like this. Mr. Houle replies stating usually there is something called a Cooperative Construction Agreement, where a local entity, like a City, can step in and try to move a MnDOT project forward more quickly. Sometimes MnDOT Is able to front some money and/or sometimes the City would have to pay for the expenses and potentially be reimbursed by the State. Mr. Houle is uncertain of a dollar amount at this time. Council Member Pederson states that we more than likely will not fund the project. Mayor Gardner adds it is a bad intersection, but he has not personally seen as many issues at this intersection versus other ones within our jurisdiction in our City. Chief Davis states that intersection might be less accident prone in comparison to some of the "J" turns that we have. This intersection is more dangerous than anything. He adds from experience, until someone dies on the roadway, nothing gets done and it is unfortunate. The general consensus is to collaborate with our neighboring cities and draft a letter to MnDOT urging the need to bump this project up. Mr. Houle says they will help draft communication to our neighbor cities and will go from there. 10. Administration 10.1 Administration Report Report is attached for review. 10.2 Purchase Agreement—HOTGL Hotel Ms. Duus provides Council with an email conversation between our attorneys and the developers attorney. They are looking to amend the agreement to include a proposed closing date of the end of this year or beginning of 2025. Discussion ensues regarding the Council's thoughts on the proposed dates and the intentions of building dates, etc.
