MOTION CARRIES 5-0. <br /> 9. Public Works <br /> 9.1 Public Works Report <br /> Report provided for Council review. <br /> 9.2 NW and Front/Main Street Updates <br /> Mr. Houle comes forward to update the Council on the NW and Front/Main Street <br /> projects. Mr. Houle says they have provided some high-level figures. He is now <br /> looking for Council direction on how they would like to proceed. Mayor Gardner <br /> says he would like to have a discussion soon because he doesn't want to hold <br /> everything up with for the rest of the plan by still having so many uncertainties of <br /> who is going to pay for what, etc. <br /> Discussion ensues regarding the current zoning of the NW Area and if things <br /> could potentially move forward as is without rezoning a portion of the NW Area, <br /> per the current request. <br /> Mr. Houle then states the more this discussion is brought up and the more <br /> people push, we would need to have a traffic study completed to determine <br /> whether the intersection to the development would need to be a "right in, right <br /> out" or a typical in and out type of intersection. <br /> It is mentioned that the City would not want to be responsible for putting water <br /> and sewer in the development at this time. Council Member Pederson brings to <br /> attention the possibility of the developer being able to drill their own well if they <br /> wanted to. Mr. Houle reminds the Council that there is a Wellhead Protection <br /> area in the NW Area. He states it is not impossible to do, but we would prefer not <br /> to put another well in that area. <br /> Mr. Houle says there will be a lot of discussions due to having so many things in <br /> the air. When developing a committee to look at this further it is good to have at <br /> least one Council Member and several other staff members including EDC or <br /> P&Z members, etc. <br /> 9.3 Firewatch Way Developers Agreement <br /> Ms. Duus says this agreement first came about this past November. It was never <br /> brought before Council to be approved. She says the developer has already paid <br /> their deposits and completed their portion of the agreement. She says we need a <br /> Council Motion approving the developer's agreement. <br />
