Page 2 <br /> Council Memo—June 16, 2015 <br /> Cooperative Construction Agreement <br /> Comments from Tim Houle Regarding the Cooperative Construction Agreement <br /> Dave, Mike, and I made a call over to Jim Hallgren and Todd Grater this morning on this <br /> Subject. We discussed with Jim and Todd the following: <br /> 2.2.B. I clarified that for those items the City is contributing money towards,they can go <br /> in and inspect/observe the construction and make recommendations to MnDOT. <br /> However, MnDOT does not have to follow them. This is `boiler plate' language and <br /> cannot be changed(i.e. would be very, very hard to change). <br /> 3.1. Where are the planned storm sewers? Jim and Todd said there would be some catch <br /> basin structures and piping to the roadside ditches in the concrete medians at the CSAH <br /> 29/ south leg of CR 107 intersection, the north leg of CR 107 /existing Hwy 371 /CR <br /> 168 intersection, and the Myers Road/CSAH 16 intersection. The City would have to <br /> provide "routine"maintenance of these. The City can call MnDOT on any issues and see <br /> if MnDOT's crews can address. MnDOT was not going to change any of the language. <br /> 3.2. Where are the planned sidewalks?Jim and Todd said there would be some <br /> pedestrian ramps at the Myers Road/CSAH 16 intersection. The City would have to <br /> provide"routine"maintenance of these. The City can call MnDOT on any issues and see <br /> if MnDOT's crews can address. MnDOT was not going to change any of the language. <br /> 3.4. Does the City have to maintain storm water ponds on MnDOT R/W, and where are <br /> these ponds going to be located? As far as locations, Jim and Todd anticipated some <br /> could be around the CSAH 29/ south leg of CR 107 intersection,the north leg of CR 107 <br /> /existing Hwy 371 /CR 168 intersection, and the Myers Road/CSAH 16 intersection. <br /> From preliminary layouts, it seemed the north leg of CR 107/existing Hwy 371 /CR 168 <br /> intersection was the most probable location. However,the design-build team will be <br /> determining the locations and extents. Considering the soil, Jim and Todd did not <br /> anticipate wet basins. The City would have to provide "routine"maintenance of these <br /> basins even in MnDOT R/W. MnDOT's crews may mow them when they mow <br /> roadsides, but if the City wants to keeping them looking a certain way, the City would <br /> need to mow them. MnDOT was not going to change any of the language. <br /> 3.6. Why are there different lists of roads at the beginning versus the end of this section? <br /> Jim and Todd did not know and were going to have to check. <br /> 4.1. It appears the City is 100%responsible for power and minor maintenance for the <br /> proposed upgraded signal system at the Myers Road/CSAH 16 intersection. The City <br /> understands that the present Myers Road is centered on the City Limit line between <br /> Jenkins and Pequot Lakes, the County has CSAH 16, and the State has the other two legs. <br /> Thus, 1/8 of the removal of existing Myers Road will be the City's responsibility, and 1/4 <br /> of the construction of the new Myers Road (since it will now be totally within the City <br /> due to a better alignment with Hwy 371 and CSAH 16). The City understands that. <br />
