Council Member Pederson stated that they also moved some of the projects further out and inflated the interest rate. Council Member Peterson stated that after looking at the City's costs associated with the turnbacks, it was determined that $5,000,000 would be required to ensure the funds last 17-20 years. He explained that even though there will be $5,000,000 from the County, the City has to use $525,000 immediately to build a salt shed, purchase a snow plow/dump truck and expand the garage to house the added truck. He noted that there will be increased operating costs and the need to hire a full time employee which is not included in the $525,000. The additional $500,000 does expand the scenario to 17 to 20 years. Council Member Pederson stated that the City's Comp Plan states that there must be a benefit to the City when taking back roads other than covering the costs to maintain the road. He stated that the City could benefit in the future by accepting Highway 371 by a design that would route the road around the City Park which would enlarge the park and also join the two business sides of the City. The Council concurred that there may be future benefits by accepting the roadway. Tim Houle suggested that the City request the County to provide assurance to the City that there are no obvious environmental issues underground. The Council discussed the issue of heavy use of the highway during the two year construction time due to the heavy construction equipment which may accelerate the life of the pavement. After further discussion it was the consensus of the Council that the City accept the roadway turnbacks of County Road 112, CSAH 11 and Highway 371 if the County would be agreeable to increase the agreed upon payment by$500,000 based on the City's need for a snow plow dump truck, a building addition and salt shed and based on the financial impact that the additional $500,000 would make to the City. 10. City Clerk 10.1. Chamber of Commerce — Fireworks Funding The City Clerk noted that the Chamber of Commerce has requested funding from the City for July 4th fireworks. The total cost is $6,500. The Chamber would like the City to commit to a yearly budget of at least $2,500.
