City Council Minutes <br /> April 7, 2015 <br /> Page 7 of 8 <br /> MAYOR SJOBLAD MOVED TO WAIVE THE TWO QUOTE <br /> REQUIREMENT. COUNCIL MEMBER AKERSON SECONDED THE <br /> MOTION. MOTION CARRIED 5-0. <br /> COUNCIL MEMBER PEDERSON MOVED TO AUTHORIZE ANDERSON <br /> BROTHERS TO REPAIR AKERSON ROAD AT $23,976.79 TO BE <br /> FUNDED THROUGH THE ROADS AND STREETS CAPITAL OUTLAY <br /> BUDGET. COUNCIL MEMBER LOUKOTA SECONDED THE MOTION. <br /> MOTION CARRIED 5-0. <br /> 9.5. Ground Water Monitoring Wells <br /> Tim Houle noted that the PCA is conducting a program to monitor ground <br /> water. The program allows the PCA to place monitoring wells on City <br /> property at no risk or cost to the City. The City had approved a well on Ash <br /> Street but the location did not work. There is now a request to put a well <br /> near Isabel Drive (Trailside North). The PCA is requesting the City to <br /> amend its previous agreement. <br /> COUNCIL MEMBER AKERSON MOVED TO GRANT PERMISSION TO <br /> THE PCA TO PLACE A MONITORING WELL NEAR ISABEL DRIVE <br /> LOCATED AT THE TRAILSIDE NORTH PLAT. COUNCIL MEMBER <br /> LOUKOTA SECONDED THE MOTION. MOTION CARRIED 5-0. <br /> 10. City Clerk <br /> 10.1. 2016 Preliminary Budget Discussion <br /> The City Clerk requested the Council to give staff direction in areas of <br /> increases, decreases, projects etc. before they begin working on the <br /> budgets. <br /> Council Member Pederson stated he would like to see the preliminary <br /> numbers closer to the final budget numbers because of public perception. <br /> He suggested a 1 to 1.5% increase or using the cost of living. <br /> Mayor Sjoblad stated that in the past the roads and streets budget has <br /> been cut prior to other budgets. Because of this the City is getting behind <br /> on road improvements and maintenance. He stated that he would like to <br /> see the budget increases in the roads and streets budget first and not in <br /> other department budgets. Mayor Sjoblad suggested that the Council take <br /> a careful look at the list of priority streets and bond for them in the 2016 <br /> budget. He noted that a bonding situation to take care of streets would <br /> minimize a spike in taxes. <br />
