Pequot <br /> o1_ <br /> 1e not <br /> Lakes=__ <br /> Administrator/Clerk Analysis <br /> April 15, 2015 <br /> Introduction <br /> Later this year, Sandy Peine will retire as the Clerk for the City of Pequot Lakes, <br /> Minnesota. Ms. Peine has been with Pequot Lakes for 15 years. During that time, <br /> the City has been through many changes and the Clerk's position has evolved to <br /> meet the needs and challenges that emerged. <br /> The City retained David Drown Associates to assist with a planning process that will <br /> determine the next steps for the organization. Associate Gary Weiers provided <br /> consulting services for the City. <br /> On March 24, 2015, the Pequot Lakes City Council held an initial discussion <br /> regarding the organizational plan to address the needs created by the upcoming <br /> transition. This report summarizes the results of initial discussions and puts forth <br /> options for consideration by the City Council. These will be discussed in greater <br /> detail at the upcoming meeting of the City Council. <br /> Background Information <br /> Prior to meeting with the Council on March 24, 2015, Mr. Weiers conducted <br /> telephone interviews with each Council member and also met with the organizations <br /> senior staff people. The purpose of these meetings was to solicit information <br /> regarding organizational expectations and concerns that may exist due to Ms. <br /> Peine's upcoming retirement. <br /> Comments from Employees <br /> • Concern about the loss of the close relationship that staff presently have with <br /> the Council <br /> • Concern that an administrator would exert undue influence on the staff and <br /> be an obstacle to the relationship with the City Council <br /> • Either way the person hired needs to be personable and work well with <br /> others <br /> • The organization may be too small for an administrator <br /> • There is a need for more human resource assistance <br /> 1 <br /> DAVID <br /> DROW <br /> A SSO(;T ATES <br />
