Implementation <br /> If the Council decides to proceed with the hiring of an Administrator, the following <br /> steps are recommended. If moving forward with a Clerk some of the items could <br /> be eliminated or modified. <br /> 1. City Council considers option to proceed with a new administrator position <br /> 2. City Council makes decision to proceed with the position <br /> 3. Determine if a consultant will be used to conduct a search for the position <br /> a. If yes, they will provide facilitation on the remaining steps of the <br /> process <br /> b. If no consultant is used, the following steps will need to be completed <br /> by the Council: <br /> i. Determine a salary range for the position by using the City's pay <br /> system <br /> ii. Finalize a job description <br /> iii. Develop priorities and goals for the position <br /> iv. Develop a position profile or simple advertisement <br /> A profile is more beneficial, but is also time consuming to <br /> produce <br /> v. Strategically advertise the position locally, regionally and <br /> nationally (you might question this, but you never know when <br /> this might yield fruit) <br /> vi. Receive applications <br /> vii. Review candidates to insure they meet minimum qualifications <br /> viii. Using a 100 point scale, rank candidates to determine who will <br /> be interviewed <br /> ix. A committee of Council members and community members <br /> conduct an initial interview with candidates <br /> x. Select finalists for interview with the City Council <br /> xi. Conduct background screening on finalists <br /> xii. Conduct reference checks on finalists <br /> xiii. Conduct a final interview process including: <br /> 1. Tour of the city <br /> 2. Lunch with staff <br /> 3. Interview with Council <br /> 4. Meet and greet for community members <br /> 5. Other items <br /> xiv. Select candidate for offer <br /> xv. Make offer and negotiate contract <br /> Notes: <br /> • If conducting the hiring process without assistance, review the League of <br /> Minnesota Cities hiring information. <br /> • Investing in the hiring process can help prevent costly problems down the <br /> road. <br /> • If DDA were to assist with the hiring process, the National Joint Powers <br /> Alliance would likely cover 50% of the cost for a search. <br /> 8 <br /> DAVID <br /> DOW N <br /> A SSROCT ATFS <br />
