SPECIAL MEETING OF THE PEOUOT LAKES CITY COUNCIL <br />FRIDAY, MARCH 22,2024 <br />PEQUOT I.AKES CITY HALL <br />Members Present: <br />Members Absent: <br />Mayor Gardner, Council Members Ronning, Pederson <br />Council Member Larson, Clement, and Junior Council Member <br />Rothwell <br />Staff Present:Angie Duus, City Administrator; Angie Duus, Emily Johnson, City <br />Clerk/Treasurer, Public Works Supervisor, Nick Roy; <br />WaterMastewater Manager, Andy Schwartz <br />1.Call Meetino to Order <br />1.1 <br />Mayor Gardner called the meeting of the Pequot Lakes City Council to order at <br />4:30 p.m. <br />Pledoe of Alleqiance <br />Mayor Gardner led with the Pledge of Allegiance. <br />2. WidsethDesion/PlanPreoaration se.Biddin o se. and ConstructionPha <br />Phase proposal for the Trailside Park DNR Grant <br />Mr. Houle is present to update on the design/plan proposal. First of all, the City <br />will be getting some grant funding so we need to comply with ADA regulations <br />which could mean updating or changing some of the existing trails. Will be <br />putting in a picnic shelter and on one end of that shelter would install a bathroom <br />including one or two stalls. <br />Mr. Houle states he has been in contact with both the Public Works Supervisor <br />and Waterrvvastewater manager regarding potential clean-up of existing sewer <br />and water utilities in the areas that will be dug up for the project. <br />Council Member Pederson inquires whether it will be a concrete block structure <br />or will it be painted, etc. Mr. Houle responds stating we could have Council <br />Members get involved with part of the design phase then could choose colors <br />and materials etc. Mayor Gardner adds his concern with going too fancy would- <br />be graffiti and potential future damage. Council Member Pederson says he would <br />like to see something going in the middle of the park be a little more aesthetically <br />pleasant. Council Member Ronning inquires what it is going to require to be ADA <br />compliant. Mr. Houle states there may be some changes in width or grading in <br />certain areas. Council Member Ronning then asks if there will be a changing <br />area or something similar and if the restroom area would accommodate that. Mr. <br />Houle says that each of the one or two stalls would be family style/gender neutral <br />restrooms. <br />Mr. Houle advises the size of this project does require public bidding. There is a <br />program that you can use called Gordian Bidding that could be used. lt would <br />provide a list of bids/bidders that have already been through the Sourcewell <br />process, from which the City could choose their preferred contractor.
