1
Angie Duus
From:Bubke, Jennifer (She/Her/Hers) (DNR) <Jennifer.Bubke@state.mn.us>
Sent:Friday, February 9, 2024 9:17 AM
To:Angie Duus
Subject:RE: Trailside Park - SHPO Letter
Hi Angie,
I am writing to check-in on the IPaC determination letter and provide some updates on the grant’s status.
Some of the first projects have completed review. Trailside Park is still under review, but hoping this will be completed
shortly.
In the meantime, we just got an approved waiver of retroactivity for grants that have completed tribal consultation and
section 106 but are waiting to be awarded, which includes Trailside Park. The waiver of retroactivity essentially seals in
the start date for when the project is awarded. This means, that if the city needs to move forward with contracts, bids,
purchasing, etc. in the meantime that these expenses would then be eligible for reimbursement/match when the project
is awarded.
I do have to mention that technically this would be at the city’s risk, as the waiver of retroactivity does not guarantee
funding. While we do not anticipate a situation where the project will not be awarded after its submission, I do need to
note this so the city is aware of all the nuances.
Let me know in case of any questions on this!
Best,
Jenni
Jennifer Bubke (she/her/hers)
Grants Specialist Coordinator | Division of Parks and Trails
Minnesota Department of Natural Resources
500 Lafayette Road
St. Paul, MN 55155
Phone: 651-259-5638
Email: Jennifer.Bubke@state.mn.us
mndnr.gov
