" JPA
www.nipacoop.org National Joint Powers Alliance"
® n 202 12t Street NE
P . Box 219
City of Pequot Lakes
APR Staples, MN 56479
4638 County Road 11 R 201
Pequot Lakes, MN 56472
Dear Dear City of Pequot Lakes, and Respective Council, Board, or Commission Members:
On January 21, 2010,the National Joint Powers Alliance® Board of Directors took a monumental step in
making reality of something we've envisioned for quite some time. Following the unanimous vote of all Board
members, NJPA set forth a policy that will allow monetary rebates to many of those eligible to become Full-
Voting Members. These rebates consist of Membership fees paid in by your organization many years ago. As
programs grew and NJPA was sustained on other revenue sources, local Membership fees were eliminated. Our
Board feels it's only right to return these fees to their contributors with the requirement that the rebate dollars
be spent on goods and services available through any number of NJPA's Cooperative Purchasing Contracts,
Education Solutions Offerings, or Cities &Counties Programs.
The rebate is limited to entities that are eligible to become full voting members within Minnesota
Region 5. NJPA was originally intended to serve its immediate five-county area as an educational service
cooperative. Initially named ECSU-5 (Educational Cooperative Service Unit), NJPA offered services to schools
geographically located in Minnesota ECSU Region 5. Through additional legislation passed in 1995 and the
implementation of National Contract Purchasing, NJPA has since expanded its Membership beyond its original
services and boundaries. While NJPA now has over 30,000 Members nationwide, it still exists to serve the
unique cooperative service needs of its founding region in the areas of academic, risk management, staff
development, safety, local units of government, and other unique opportunities.
In January of 2015, NJPA prepared its first ever"rebate statement" for those members who currently
hold rebate dollars at NJPA. These rebate dollars have been generated through purchases made off of any one
of our Cooperative Purchasing Contracts or by attending the annual R5 Summit. If you have made purchases or
attended the R5 Summit, your rebate statement is attached.
As the above states, in order to qualify for and use the rebates, your entity must be eligible to become a
full-voting member of NJPA. You have already acknowledged your interest in being a full voting member in
our system and as a follow up, we need the attached full voting membership agreement signed and returned to
us.
If you have any questions or concerns as it relates to your full voting membership, please do not
hesitate to contact NJPA's Anna Gruber at 218-895-4135 or anna.gruber @nipacoop.org. If you desire to not be
a full voting member, please notify us. We value your membership to NJPA and look forward to the continued
partnership.
Respectfully,
Cg't jULA—)
Enclosures: Full Voting Membership Agreement, Rebate Statement
