MEETING OF THE PEQUOT LAKES CITY COUNCIL <br /> TUESDAY, JANUARY 16, 2024 <br /> PEQUOT LAKES CITY HALL <br /> Members Present: Mayor Gardner, Council Members Ronning, Clement, Pederson <br /> Members Absent: <br /> Staff Present: Angie Duus, City Administrator; Angie Duus, Emily Johnson, <br /> Deputy Clerk/Administrative Assistant <br /> 1. Call Meeting to Order <br /> Mayor Gardner called the meeting of the Pequot Lakes City Council to order at <br /> 6:00 p.m. <br /> 1.1. Pledge of Allegiance <br /> Mayor Gardner led with the Pledge of Allegiance. <br /> 2. Termination of City Clerk/Treasurer with Employment "At Will" <br /> Mayor Gardner leads a discussion noting the City of Pequot Lakes uses <br /> probationary periods as an employment screening and supervision tool. Each <br /> employee when hired is placed on a 6-month probationary period and he also <br /> notes that the State of Minnesota is an "at will" state, which means an employer <br /> can terminate an employee with or without good cause at any time during the <br /> probationary period, and an employee may also quit their job for any reason. <br /> The Personnel Committee is recommending the termination of Tracy Gustafson, <br /> the City Clerk/Treasurer. <br /> COUNCIL MEMBER RONNING MOVES TO TERMINATE CURRENT CITY <br /> CLERK/TREASURER, TRACY GUSTAFSON. COUNCIL MEMBER <br /> PEDERSON SECONDED THE MOTION. MOTION CARRIED 4-0. <br /> 3. Promote Current Deputy Clerk, Emily Johnson, to City Clerk/Treasurer Position <br /> Mayor Gardner leads a discussion of promoting the current Deputy Clerk to City <br /> Clerk/Treasurer as recommended. <br /> Council Member Pederson notes he assumes that Ms. Johnson has been <br /> informed of the duties of the position. Ms. Johnson confirms she is aware of the <br /> duties. Mayor Gardner suggests discussing a Grade and Step for the position. <br /> Ms. Duus states Ms. Johnson is currently at a Grade 12, Step 5, so she would <br /> jump up to a Grade 14. Discussion ensues on the skills that Ms. Johnson has <br /> and other duties that she has picked up on very quickly having an accounting <br /> background. It is noted that the Personnel Committee discussed Grade 14, Step <br /> 3. Mayor Gardner believes that should be in the motion. <br /> COUNCIL MEMBER CLEMENT MOVED TO PROMOTE CURRENT DEPUTY <br /> CLERK, EMILY JOHNSON, TO CITY CLERK/TREASURER AT GRADE 14, <br />
