City Council Minutes <br /> January 2, 2024 <br /> Page 5 of 10 <br /> says it only causes more confusion when allocating expenses and it would <br /> simplify things to have them combined. <br /> COUNCIL MEMBER RONNING MOVES TO COMBINE THE POLICE <br /> DEPARTMENT BUDGET LINE ITEMS OFFICE SUPPLIES AND OPERATING <br /> SUPPLIES. COUNCIL MEMBER PEDERSON SECONDED THE MOTION. <br /> MOTION CARRIED 4-0. <br /> 8.3. Request for Carryover <br /> Police Chief Davis requests to carry monies over to purchase two more <br /> laptop/Toughbooks for use in the squads. Each computer costs roughly $3,500- <br /> $4,000. Chief Davis is not sure of how much funding is available to carryover but <br /> says he can get together with Angie to work that out. <br /> Council Member Ronning inquires if the current computers are old or what the <br /> reasoning is for needing new ones. Mayor Garder adds that the current <br /> computers purchased, some were refurbished versions. Chief Davis summarizes <br /> some of the issues they are experiencing with the computers and having to <br /> constantly restart, etc. <br /> Mayor Gardner states without knowing the funding available, they wouldn't be <br /> able to approve the request at this meeting. This topic will be tabled for next <br /> month's meeting with more information. <br /> On the topic of funding, Council Member Pederson brings to attention the dollars <br /> that have been spent on overtime pay. He states without having a school <br /> resource officer contract, there should be extra man hours available and should <br /> reduce the need for overtime hours. Chief Davis explains he has been adjusting <br /> the schedule the best he can to cover the hours without adding additional officers <br /> to shifts, but sometimes they run into issues that a few officers are at training and <br /> overtime cannot be avoided. Council Member Pederson clarifies when it comes <br /> to scheduling issues, such as vacation, that should be done in advance and that <br /> should not be a valid reason to schedule overtime. <br /> THERE IS A CONSENUS OF COUNCIL MEMBERS TO LIMIT OVERTIME <br /> HOURS TO EMERGENCIES ONLY. <br /> Discussion ensues on previously discussed compliance checks at local <br /> businesses regarding selling tobacco products to juveniles. Chief Davis states <br /> the person they had lined up to complete under cover buys is no longer available, <br /> so they are back to relying on the businesses themselves to complete the <br /> checks. However, they will continue to seek solutions for the issue, both with <br /> businesses completing their own compliance checks, as well as the Police <br /> Department doing what they can. <br /> 9.
