CITY OF PEQUOT LAKES <br /> POLICY FOR SUBSURFACE SEWAGE TREATMENT SYSTEM <br /> COMPLIANCE INSPECTIONS <br /> The following policy was approved by the City Council of the City of Pequot Lakes <br /> on April 7, 2015 for the establishment of a Compliance Inspection Program. <br /> Purpose: The purpose of this policy is to establish the development of a <br /> Compliance Inspection Program of existing Subsurface Sewage Treatment Systems <br /> (SSTS)within the City of Pequot Lakes, pursuant to Section 15-3.24 of the Pequot Lakes <br /> City Code. <br /> Intent: The City intends that this policy will promote the following: <br /> 1. The protection of lakes, rivers and streams, wetlands, and groundwater in the <br /> City of Pequot Lakes essential to the promotion of public health, safety,welfare, <br /> socioeconomic growth and development of the City; <br /> 2. The regulation of proper SSTS construction, reconstruction, repair and <br /> maintenance to prevent the entry and migration of contaminants,thereby <br /> protecting the degradation of surface water and groundwater quality; <br /> 3. To inspect SSTS for compliance with applicable standards and enforce repair and <br /> maintenance of SSTS to prevent contamination and, if contamination is <br /> discovered,the identification and control of its consequences and the abatement <br /> of its source and migration. <br /> Administration: The Planning and Zoning Department and the Zoning <br /> Administrator shall administer the Compliance Inspection Program. The duties and <br /> responsibilities include,but are not limited to,the following: <br /> 1. Create a data base of all parcels with a SSTS, indicating compliance status; <br /> 2. Notify property owners with a non-current compliance status via US Mail of said <br /> status outlining options: <br /> a. Retain a licensed SSTS Inspector to inspect the SSTS. After the inspection, <br /> the certificate would be required to be submitted to the City; or <br /> b. Use a licensed Inspector that has agreed to inspect multiple systems in the <br /> City for a bulk rate, if applicable. <br /> 1 <br />
