CITY OF PEQUOT LAKES POLICY FOR SUBSURFACE SEWAGE TREATMENT SYSTEM COMPLIANCE INSPECTIONS The following policy was approved by the City Council of the City of Pequot Lakes on April 7, 2015 for the establishment of a Compliance Inspection Program. Purpose: The purpose of this policy is to establish the development of a Compliance Inspection Program of existing Subsurface Sewage Treatment Systems (SSTS)within the City of Pequot Lakes, pursuant to Section 15-3.24 of the Pequot Lakes City Code. Intent: The City intends that this policy will promote the following: 1. The protection of lakes, rivers and streams, wetlands, and groundwater in the City of Pequot Lakes essential to the promotion of public health, safety,welfare, socioeconomic growth and development of the City; 2. The regulation of proper SSTS construction, reconstruction, repair and maintenance to prevent the entry and migration of contaminants,thereby protecting the degradation of surface water and groundwater quality; 3. To inspect SSTS for compliance with applicable standards and enforce repair and maintenance of SSTS to prevent contamination and, if contamination is discovered,the identification and control of its consequences and the abatement of its source and migration. Administration: The Planning and Zoning Department and the Zoning Administrator shall administer the Compliance Inspection Program. The duties and responsibilities include,but are not limited to,the following: 1. Create a data base of all parcels with a SSTS, indicating compliance status; 2. Notify property owners with a non-current compliance status via US Mail of said status outlining options: a. Retain a licensed SSTS Inspector to inspect the SSTS. After the inspection, the certificate would be required to be submitted to the City; or b. Use a licensed Inspector that has agreed to inspect multiple systems in the City for a bulk rate, if applicable. 1
