M. Attendance. Department heads are requested to attend regular monthly City <br />Council meetings to present their- monthly department `°~~'t. If a department head <br />attends a Council meeting, they should leave the council meetings upon <br />completion of their portion of the agenda, unless there are other items on the <br />agenda that pertain to that Department. The Mayor or a Council liaison may, at its <br />discretion, excuse any staff member from attendance at a Council meeting. <br />�9 1 . •. <br />U DIE IVA . A I MWOU A lk <br />A. General Procedure. <br />Opening comments by Mayor. <br />2. The Engineer Department Mead or Consultant shall describe the subject. <br />t and/or assessment pfeeediires. <br />3. The Mayor opens the public hearing on proposed improvement <br />assessment. <br />4. Public comments heard. <br />5. The Mayor closes the public hearing. <br />6. Council takes action. <br />B. Rules for Public Hearing Procedure. It is the Council's intention that everyone <br />be heard on the proposed improvements or assessment hearings. The following <br />procedure will be used for receiving public input. <br />1. A sign -in sheet will indicate attendance. This will be available at the door <br />and should be signed upon entering the Council Chambers. <br />Individual will raise hand, and when recognized by the presiding officer, <br />stand and state their name and address. <br />The person will then state their position and reasons for the position. A <br />time limit may be set by Council. No one will be allowed to speak a <br />second time until everyone has been heard once. <br />4. The person should address all statements and questions to the presiding <br />officer. The presiding officer will then refer any questions that are to be <br />answered by the staff. <br />
