March 3, 2015 Page 2 Proposal for Design of Row Irrigation,Wastewater Improvements, and Permitting Assistance City of Pequot Lakes Research and Preliminary Design Research and preliminary design for the following: • Rehabilitation of different components of the existing Gravdahl lift station. • Addition of a flow meter in the forcemain going out of the Gravdahl lift station to the stabilization basins. • Replacing several aerators and associated piping in the stabilization basins. • Replace one aeriation system blower. • Since sludge (biosolids) have never been removed from the stabilization basins, remove and dispose of biosolids. • We do not anticipate upgrades or replacements to the discharge pumps, but we will add a new flow meter to the line going out to the discharge field. • Layout a row irrigation system (4 zones initially anticipated) including performing preliminary flow and pressure calculations. Final Design Drawings and Specifications Performing final design, electrical controls, piping, erosion control/SWPPP, drawings, specifications, and a cost estimate. MPCA Submittal and Approval Prepare necessary construction plan permit application packet, submit, answer any questions from the MPCA, and incorporate MPCA's comments into the final drawings and specifications. Public Bidding and Award Prepare and distribute newspaper and 'construction journal'Ad For Bids, distribute bidding documents, address bidders' questions, prepare addenda as needed, attend the bid opening, compile a bid tabulation, forward and review bids with the MPCA and City, and prepare a Recommendation of Award. Expenses and Application Fees This includes mileage, maybe some meals, any special survey or other equipment, and MPCA application fees on behalf of the City. This does not include newspaper or other advertising costs. NOTES We do not know which, if any, funding assistance entities will be involved. Thus, we will have to amend this Agreement with any agency/ entity requirements over and above this scope (e.g. wage rates). We anticipate the City using existing parcels that are already spray irrigated. Thus, we do not anticipate needing soil borings, a geotechnical report, or changes in monitoring wells.
