Highway 371 — City Engineer Update Tim Houle informed the Council that MnDOT will be presenting the City with new timetables on what the City may or may not need to do regarding relatively minor adjustments to the Highway 371 layout. Crow Wing County will meet with the City's Highway 371 committee to talk about turnbacks. Tim Houle reminded the Council that funding for this project will be necessary. Council Member Sjoblad stated that he is in contact with the City's legislators regarding funding. 9.3.A. North Washington Avenue — Partial Pay Estimate COUNCIL MEMBER SJOBLAD MOVED TO APPROVE PARTIAL PAYMENT ESTIMATE #4 TO DECHANTAL EXCAVATING FOR WORK COMPLETED ON THE NORTH WASHINGTON AVENUE IMPROVEMENT PROJECT IN THE AMOUNT OF $3,281.11. COUNCIL MEMBER AKERSON SECONDED THE MOTION. MOTION CARRIED 5- 0. 9.3.B. North Washington Avenue— Change Order Tim Houle stated that the contractor has completed 99% of the work but there are maintenance items that still need to be done in 2015. The Contractor, DeChantal, is requesting to change substantial completion date and final completion date via a change order. The Council discussed the cost that the City will be covering due to the contract not being completed on time. Tim Houle stated that the engineering fees are approximately $17,000 higher than estimated. Council Member Pederson stated that any incurred costs due to lateness of the contractor should be the contractor's responsibility. COUNCIL MEMBER GARDNER MOVED TO DENY THE REQUEST FOR A CHANGE ORDER BY DECHANTAL FOR THE NORTH WASHINGTON AVENUE PROJECT. COUNCIL MEMBER SJOBLAD SECONDED THE MOTION. MOTION CARRIED 5-0.
