Pequot Lakes Facility Plan
For
Wastewater Treatment Facility(WWTF) Effluent Disposal Options
Public Hearing
January 6, 2015,6:00 p.m.
Pequot Lakes City Hall
Present Facility
The City's current WWTF consists of two aerated stabilization basins and a spray irrigation disposal
system. The location of the WWTF is east and south of the City's business/industrial park.
The basins are on a 20-acre parcel (Section 14,T136, R29) on the north side of Derksen Road and east of
Morehouse Drive. The basins will be east of the new 4-lane Highway 371.
The spray irrigation field consists of 3 center pivot irrigators on about 140 acres(Section 23,T136, R29)
on the south side of Derksen Road. It extends about one-half mile south of Derksen Road. East-west-
wise, it extends from the Paul Bunyan Trail east about 2,500 feet along Derksen Road (to the east edge
of the stabilization basins' parcel)and about 2,100 feet on the south side. The spray irrigation field will
be split, roughly in half, by the new 4-lane Highway 371—the 300 feet wide Right-of-Way encompassing
between 18 and 19 acres.
The WWTF is permitted to treat about 45 million gallons per year. The 2013 influent was about 25
million gallons(roughly 56 percent of capacity).
Need For Project
The main impetus for the City to review their WWTF and effluent disposal options is MnDOT's new 4-
lane Highway 371 improvements. As a part of a series of past options and negotiations, the new divided
4-lane Highway 371 alignment will roughly split in half the present spray irrigation field.
While the remaining acreage should be sufficient to dispose of the City's wastewater, the location of the
3 present center pivot irrigators will be impacted by the new Highway 371 and will require replacement.
With the new freeway type, full access control divided highway,to go from the east side to the west
side, one will need to go up to CSAH 11, into town, and then south; about 2-1/2 miles.
The new west side of the spray irrigation field is also immediately south of the City's business/industrial
park. This land between the Paul Bunyan Trail and the new Highway 371, sooner or later, will be more
valuable for other uses than a wastewater spray irrigation field.
Various Treatment Alternatives Considered
Al. Spray Pivot Irrigators—Current Owned Land
Clear a patch of present forested low land, fill it in, and re-do pivot irrigators on both sides of
new highway.
Estimated initial project cost of$2.6 million (maybe lower if less costly fill can be obtained)
A2. Spray Pivot Irrigators—Additional Land
Don't fill in present low land, purchase more land to the east, and re-do pivot irrigators on both
sides of new highway.
Estimated initial project cost of$1.1 million (can fluctuate based on land purchase price)
