June 28, 2021 <br />Honorable Mayor and Council Members <br />City of Pequot Lakes <br />4638 Main Street <br />Pequot Lakes, MN 56472 <br />RE: Proposal for Engineering Services <br />Study of Improvements to Main Street and Front Street <br />Pequot Lakes, MN <br />Honorable Mayor and Council Members: <br />WOSETH <br />Brainerd/Baxter <br />7804 Industrial Park Road <br />Baxter MN 56425 <br />218.829.5117 <br />Baxter@Widseth.com <br />Widseth.com <br />As directed at the June City Council meeting, following is our proposal for engineering services <br />for a Study of possible improvements to Main Street from the west ramp roundabout of the <br />interchange with the new 4-lane MN Highway 371 to the west to Front Street and a Study of <br />possible improvements to Front Street from Main Street north to Patriot Avenue. These <br />segments were formerly County State Aid Highway — CSAH —11 that were turned back to the <br />City as part of the new 4-lane MN Highway 371 construction. <br />We will conduct one Study for the two segments. At this point, due to disturbance and budget <br />concerns, the talk is to construct these two segments in different years — not a given, but at <br />least that is the direction eventual design and construction could go. <br />These two road segments rank fairly high on the Public Works Department's road ranking <br />system due to high traffic, high attractors, and other factors. <br />As mentioned, the existing segments used to be CSAH 11 through town. We have broken them <br />into the following segments: <br />Main Street from the present Hwy 371 west ramp roundabout to the west to Gravdahl Drive — <br />Road = Two -driving lanes <br />Shoulders or Parking = Two full width shoulders <br />Curb and gutter or ditch -lined = Ditch -lined <br />Sidewalks / Trail = None <br />Storm drainage system = No catch basins and pipes — only grassed ditches <br />City utilities = None <br />Other utilities = Various underground and overhead utilities (telecommunications, natural <br />gas, and power) yet to be determined. <br />Adjacent properties = Varies from rural residential on the south to businesses and City Hall / <br />Fire Hall / Police on the north. <br />Can now be considered a Gateway to the City from Hwy 371. <br />Main Street from Gravdahl Drive to the west to Front Street <br />Road = Two -driving lanes <br />Shoulders or Parking = Two parking lanes <br />Note = There are various turn lanes on Main Street at the existing signal with Patriot Avenue <br />Curb and gutter or ditch -lined = Curb and gutter <br />Sidewalks / Trail = Sidewalks on both sides (except south side Gravdahl to Rasmussen) <br />Engineering Architecture Surveying Environmental <br />
