City Council Minutes <br />February 6, 2023 <br />Page 7 of 9 <br />10.3. HOGTL Continued Development Process <br />Mr. Spiczka stated that we will have to go through this same process every time <br />someone purchases a piece of property in the HOGTL. <br />10.4. HRA Update <br />Mr. Spiczka stated Crow Wing County HRA is exploring if they would be <br />interested in taking over the PL HRA. He said the CWC Executive Director would <br />oversee operations. He stated the HRA Board would have to approve it. He said <br />they will bring a wealth of knowledge. He asked the Council if they would like to <br />make a formal recommendation to the PL HRA that it would be a good move for <br />them. He stated the HRA Board would then work under a different umbrella. <br />Pat Dittes, HRA Board Member said they may have a closed meeting to discuss <br />with the current Assistant Director at the HRA who was given 60 days to feel out <br />if it's a position that she would like to take over. She said her impression with if <br />the CWC HRA would take over that they would only manage the financials and <br />they still have to maintain a board, be responsible for maintenance and collecting <br />rents. The Council agreed the financial piece seems to be the missing part for the <br />HRA. <br />MAYOR GARDNER MOVED TO MAKE A RECOMMENDATION THE PEQUOT <br />LAKES HRA WORKS WITH THE CWC HRA. COUNCIL CLEMENT <br />SECONDED. MOTION CARRIED. 4-0 <br />Mr. Spiczka stated he will draft a letter to send to the HRA. <br />10.5. Board and Commission Appointment <br />Mayor Gardner stated the attached application was received from Rachel Mesa <br />for consideration for appointment to the Planning and Zoning Commission <br />COUNCIL MEMBER CLEMENT MOVED TO APPOINT RACHEL MESA TO <br />THE PLANNING AND ZONING BOARD. COUNCIL RONNING SECONDED. <br />MOTION CARRIED. 4-0 <br />10.6 Personnel Policy Clarification <br />Mr. Spiczka stated the Council previously approved the Personnel policy and did <br />updates that were not approved until December Council meeting. He stated he <br />would like to back date when the policy went to effect to November 1, 2022. <br />COUNCIL MEMBER CLEMENT MOVED TO APPROVE SICK LEAVE PAYOUT <br />TO BE RETROACTIVE TO NOVEMBER 1, 2022. COUNCIL RONNING <br />SECONDED. MOTION CARRIED. 4-0 <br />
