City Council Minutes <br />February 6, 2023 <br />Page 5 of 9 <br />----------------------------- <br />options. Mr. Spiczka listed each Council Members ideas. Mayor Gardner does <br />not like the idea of doing one block and would like to see the entire road done at <br />the same time. Council Member Pederson stated that with the new splashpad <br />they cannot wait for ten years to do anything because an attraction like that will <br />bring in more visitors. He suggested to do it right with the curb and gutter as soon <br />as possible. Discussion ensued about the lack of parking by the park. Council <br />Member Ronning agreed that they need to get that block done as soon as <br />possible. <br />Mr. Houle said this is the feedback they are looking for so they can do the at <br />surface cost estimate and curb and gutter estimate. He stated doing one bloc at <br />a time is a challenge because of the intersections on the north and south ends <br />and trying to merge back into what is already there. He stated they will be going <br />a few hundred feet past each intersection to make it work. Council consensus is <br />to have no turn lanes or limit the turn lanes. Junior Council Member Spiczka said <br />he likes the parallel parking concept. <br />9.3 Final Payment Larson Parkway <br />Mr. Houle said there was a bunch of close out items that comes a long with these <br />types of construction projects. He said this is the last release of retainage and it <br />seems to be in order and the road is functioning for over a year now. <br />COUNCIL MEMBER CLEMENT MOVED TO APPROVE THE FINAL PAYMENT <br />OF $3,294.09 TO DECHANTAL EXCAVATING. COUNCIL MEMBER <br />PEDERSON SECONDED THE MOTION. MOTION CARRIED 4-0. <br />9.4 Road Proiects Planning/Timeline <br />Mr. Spiczka said the biggest one project planned is Main and Front street. He <br />stated there has been substantial repairs to the roads recently which included <br />repairs to prevent manholes from falling in. He asked the Council if staff should <br />move forward with planning to do this project in 2024. Tim Houle stated that the <br />study they asked them to hold off on was from the stoplight to the interchange <br />but the north part of Front Street was not included in the study. Council <br />consensus is to plan for 2024. <br />Mr. Spiczka stated that each entity that has a stake in 9th Avenue has a different <br />opinion. He asked the Council if they want a joint meeting to discuss the project? <br />Discussion to go past Krist Court as Pequot Lakes agreed to do at least that. <br />Discussion ensued about different options for the road and maintenance on the <br />road. Residents are opposed to having the road cutoff. Council consensus is to <br />get all entities together. <br />Mr. Spiczka stated Patriot Ave is set for chip sealing and get it restriped. <br />Mr. Spiczka stated that each entity on Ackerson/Nelson/Wild Acres seems to <br />have a different opinion on how to move forward.
