City Council Minutes <br />February 6, 2023 <br />Page 3 of 9 <br />cities now need to implement their own plan with short-term rentals. She said the <br />Planning Commission moved to allow outright, do not regulate short-term rentals, <br />and allow without a permit. Discussion ensued that there are still ordinances <br />against noise and other things that need to be followed and the revenue these <br />rentals bring into the City. <br />COUNCIL MEMBER PEDERSON MOVED TO ALLOW SHORT-TERM <br />RENTALS OUTRIGHT AND TO NOT REGULATE SHORT-TERM RENTALS <br />AND ALLOW WITHOUT A PERMIT. MAYOR GARDNER SECONDED THE <br />MOTION. <br />Mr. Spiczka stated from a staff perspective to allow a free permit to enable to the <br />City to be able to get a hold of the owners if there is an issue. Mayor Gardner <br />said he does not think we would get half of the people to come in and give us <br />information. Discussion ensued about a permit and noise ordinances. <br />Eric Larson 28393 Mayo Hills addressed the Council. He stated that it is a <br />positive having short-term rentals in the City and it increases tax base. He does <br />not see the need to overregulate. Discussion ensued if a relative was in a home <br />would we contact the homeowner, and it would be the same with a short-term <br />rental. <br />MOTION CARRIED 3-1. COUNCIL MEMBER RONNING OPPOSED. <br />7. .Fire <br />7.1. Fire District Report <br />The December 2022 and January 2023 Fire District Board Activity Report and <br />2023 Budget potential adjustments were received by the Council. <br />8. Police <br />8.1 Police Department Report <br />The December 2022 and January 2023 Police Department Monthly Reports were <br />received by Council. <br />8.2 Police Officer H <br />The Police Department recently completed a hiring process to fill the officer spot <br />vacated by Chief Davis being named Chief of Police. Chief Davis is <br />recommending two officers for hire: Masen Barton as a Full Time Officer at Step <br />One on the Union scale. Jennifer Strack as a Part Time Officer at PT Officer <br />Rate. <br />COUNCIL MEMBER RONNING MOVED TO APPROVE TO HIRE MASEN <br />BARTON AS A FULL-TIME OFFICER AT STEP ONE OF THE UNION SCALE <br />
