WOSETH <br />November 1, 2023 <br />Honorable Mayor and Council Members <br />City of Pequot Lakes <br />4638 Main Street <br />Pequot Lakes, MN 56472 <br />RE: Proposal for Engineering Services <br />Design, Bidding, and Construction Phase Services for <br />Main (Gravdahl) Lift Station and Forcemain Improvements <br />Pequot Lakes, MN <br />Honorable Mayor and Council Members: <br />Brainerd /Baxter <br />7804 Industrial Park Road <br />Baxter MN 56425 <br />218.829.5117 <br />Baxter@Widseth.com <br />Widseth.com <br />In response to your advertisement and as a follow -up to many conversations about these <br />potential above referenced improvements, following is our proposal for engineering services. <br />Scope of Improvements <br />The general scope of the improvements includes a rehabilitation of your main lift station (LS) <br />located on the corner of Gravdahl Drive along with a replacement of the forcemain (FM) that is <br />located — many places without formal easements - from this lift station out to the City's <br />wastewater treatment facility (WWTF). <br />Studies of these Improvements <br />These improvements were part of a Facility Plan and Preliminary Engineering Report. <br />A Facility Plan is the Minnesota Pollution Control Agency's (MPCA's) term for a Study — <br />something that is required when undertaking major improvements and the seeking of funding <br />assistance for the City's wastewater collection and treatment system. The MPCA gave <br />preliminary approval to the Facility Plan. <br />A Preliminary Engineering Report (PER — and its corresponding Environmental Report, ER) is <br />the United States Department of Agriculture (USDA) Rural Development (RD) term for their <br />Study. RD has reviewed and commented on the PER and ER, and is reviewing our responses <br />to their comments. <br />Fundinq Assistance <br />We have assisted the City in obtaining some funding assistance for this project. The Minnesota <br />Department of Employment and Economic Development (DEED) Small Cities Development <br />Program (SCDP) has awarded the City a grant for $600,000. The Minnesota Public Facilities <br />Authority (PFA) presently has the City in the fundable range on the State's Intended Use Plan <br />(IUP — a list of projects around the State seeking funding assistance) for a low- interest loan from <br />the PFA's Clean Water Revolving Fund (CWRF). The standard loan term is 20 years. The <br />interest rate is set based on several variables, but is historically below market rates. To date, we <br />have not heard if RD will be offering funding assistance. We would anticipate it may mostly be <br />made up of a loan.
