November 3, 2014 WIDSETH
Proposal for Old 371 —Main to Rae LIII147 City of Pequot Lakes SMITH
Page 5 , NOLTING
15. Possibly create an existing Gravdahl infiltration basin overflow via a culvert under Gravdahl
to a grassed swale to the south past the City lift station and then to the east towards a
natural low area.
If an overflow of this basin is needed, and after review with the City on the scope and
effort, we would design overflow improvements and work with the City on permanent
easement definition and acquisition as an Additional Service.
16. Design the curb and guttered street and sidewalks; including the time necessary to account
for Americans With Disabilities Act(ADA) requirements.
17. There are a couple locations where it appears there could be some elevation difference. We
anticipate using grading to account for these.
Should retaining walls be needed, we would first review the scope and effort with the
City and treat it as an Additional Service.
18. Design and incorporate necessary connection to MN Power, service cabinet, foundations,
conduit, wiring, and ornamental street lights (same as used on the 2014 North Washington
project).
19. Incorporate trees behind the curb/in grassed boulevards. Our intent is to use a variety or
varieties that minimize root impact on sidewalks.
20. As indicated, from Crow Wing County's GIS website, it looks like for the majority of the
corridor there is only 33 feet of"recorded" R/W. We will review old MnDOT documents for
any turn back agreements to the County.
Once we determine the status of R/W, we can make a decision on the scope and effort
needed as an Additional Service. It may be assisting the City on properly recording
documents already showing 66 feet of RNV. It may be preparing Sketches and
Descriptions for an additional 33 feet of R/W, assisting the City in acquiring this from the
adjacent property owners, and getting them properly recorded.
21. While we are adding some new impervious surface, initially, it does not appear to be a
significant amount. However, we will assist the City in obtaining a MPCA General
Stormwater Permit(as needed), including preparation of a storm water pollution prevention
plan (SWPPP).
22. Prepare construction drawings, including typical sections, plans, profiles, details, erosion
control sheets, work zone traffic control sheets, and cross sections as needed.
23. Prepare construction specifications/Contract Manual.
24. Estimate quantities and prepare a construction cost estimate.
It is important to note that as with any construction, there may need to be modifications
made to the quantities in the field. As such, we recommend the City budget a
contingency of about 10% of the contractor's bid.
25. Complete a Gopher State One Call, as required by State Law, prior to the bid.
N:\Marketing Dept\Proposals\.Letter Proposals\2014 Letter Proposals\Pequot Lakes-Old 371 -20141103.docx
